Colorado Healthcare Affordability and Sustainability Enterprise 

The Colorado Healthcare Affordability and Sustainability Enterprise is responsible for working with the Department of Health Care Policy and Financing and the Medical Services Board to develop the hospital provider fee model and ensure that the Medicaid and Child Health Plan Plus (CHP+) eligibility expansions are implemented as intended.

for a term expiring May 15, 2025:

  • Jon Alford of Denver, Colorado, to serve as a member employed by a safety-net hospital in Colorado, occasioned by the resignation of Barbara Carveth of Arvada, Colorado, appointed.

Colorado Human Trafficking Council

The purpose of the Council is to bring together leadership from community-based and statewide anti-trafficking efforts, to build and enhance collaboration among communities and counties within the state, to establish and improve comprehensive services for victims and survivors of human trafficking, to assist in the successful prosecution of human traffickers, and to help prevent human trafficking in Colorado.

for a term expiring December 31, 2025:

  • Caroline McKinnon of Littleton, Colorado, to serve as a representative of organizations that provide direct services to victims of human trafficking, occasioned by the resignation of  Nhu-Minh Le of Aurora, Colorado, appointed;

  • Jenelle Goodrich of Littleton, Colorado, to serve as a representative of a faith-based organization that assists victims of human trafficking, appointed; 

  • Brooke Byrd of Denver, Colorado, to serve as a representative of a regional or city-wide human trafficking task force or coalition, reappointed; 

  • Andrew Lorensen of Limon, Colorado, to serve as a director of a rural county department of  social services, reappointed; 

  • Mona Petroco Klein of Pueblo, Colorado, to serve as a representative of regional or city-wide human trafficking task force or coalition, reappointed; 

  • Chief James Scott Baird of Breckenridge, Colorado, to serve as a representative of a statewide association of police chiefs, reappointed; 

  • Dr. Michelle Sunkel of Grand Junction, Colorado, to serve as a representative of a college or  university department that conducts research on human trafficking, reappointed; 

  • Amanda A. Finger of Denver, Colorado, to serve as a regional or city-wide human trafficking  task force or coalition, reappointed; 

  • Darren Weekly of Castle Rock, Colorado, to serve as a representative of a statewide association of county sheriffs, appointed; 

  • Jo-Ann Cahill O’Neill of Canon City, Colorado, to serve as a representative of a regional or city-wide human trafficking task force coalition, reappointed. 

Colorado Water Conservation Board

The Colorado Water Conservation Board was created in 1937 for the purpose of aiding in the protection and development of the waters of the state.  The agency is responsible for water project planning and finance, stream and lake protection, flood hazard identification and mitigation, weather modification, river restoration, water conservation and drought planning, water information, and water supply protection.

for a term expiring February 12, 2024: 

  • Barbara Vasquez of Cowdrey, Colorado, to serve as a representative of the 

North Platte drainage basin, occasioned by the resignation of Curran Trick of Cowdrey, Colorado, appointed;

  • Greg Felt of Salida, Colorado, to serve as a representative of the Arkansas 

Drainage Basin, reappointed; 

  • Lorelei Cloud of Ignacio, Colorado, to serve as a representative of the San

  • Nathan Coombs of La Jara, Colorado, to serve as a representative of the Rio 

Grande Basin, appointed.  

Commission on Aging

The Commission conducts studies and encourages other organizations to conduct studies of the problems of the state’s elderly people. The Commission works to promote and aid in the establishment of local programs and services for the aging and aged.

for a term expiring September 1, 2025:

  • Christine Vogel of Lafayette, Colorado, to serve as a Director of an Area Agency on Aging and as a Democrat, occasioned by the resignation of Robert Held, a Republican, of Aurora, Colorado, appointed

Early Childhood Leadership Commission

The Early Childhood Leadership Commission was formed to promote the coordination of policies and procedures that affect the health and well-being of Colorado children.  A bipartisan public-private partnership of state leaders and decision makers, the Commission seeks to improve outcomes for young children ages birth to eight and their families by advancing the alignment, coordination and efficiency of programs and services.

for a term expiring July 1, 2023:

  • Glenn Robinson of Commerce City, Colorado, to serve as a representative of local government, occasioned by the resignation of Heather O’Hayre of Fort Collins, Colorado, appointed. 

Nurse-Physician Advisory Task Force for Colorado Healthcare

The Nurse-Physician Advisory Task Force for Colorado Health Care (NPATCH) was established to promote public safety and improve health care in Colorado by supporting collaboration and communication between the practices of nursing and medicine.

for terms expiring September 11, 2023: 

  • Dr. Mesha Gay Brown of Denver, Colorado, to serve as a physician, occasioned by the resignation of Dr. Bradley Abrahamson of Fort Collins, Colorado, appointed; 

  • Dr. Renee King, MPH, of Denver, Colorado, to serve as a physician and representative of a statewide physicians organization, occasioned by the resignation of Kari Mader of Denver, Colorado, appointed. 

Opioid Crisis Recovery Funds Committee

The Opioid Crisis Recovery Funds Advisory Committee advises and collaborates with the department of law on uses of any custodial funds received by the state as the result of opioid-addiction-related litigation and for which the use of the funds is not predetermined or committed by court order or other action by a state or federal court of law.

for a term expiring at the Pleasure of the Governor:

  • Douglas Heller of Greenwood Village, Colorado, to serve as a member licensed to practice as a dentist, occasioned by the resignation of Curtis Hayes of Broomfield, Colorado, appointed. 

Peace Officers Standards and Training Board

The Peace Officers Standards and Training Board oversees the certification of training programs, training academies and instructors of police officer candidates.  The Board also certifies qualified peace officers.

for terms expiring June 30, 2023: 

  • Chief David Krouse of Fruita, Colorado, to serve as a chief of police, occasioned by the resignation of Chief Debra Funston of Palisade, Colorado;

  • Sheriff David Lucero of Pueblo, Colorado, to serve as a county sheriff, occasioned by the resignation of Sheriff Robert Layton Jackson of Alamosa, Colorado, appointed;

Small Business Recovery Loan Program Oversight Board

The Small Business Recovery Loan Oversight Board is created to help establish and oversee the terms and conditions of a contract or contracts through which the treasurer may provide first loss capital to a loan program or the Colorado Credit Reserve.

  • Malcolm Evans of Denver, Colorado, serving as a representative with substantial private sector experience in commercial banking or capital market activities who has obtained executive level positions in those industries, occasioned by the resignation of Peter Calamari of Denver, Colorado, appointed.

State Board of Chiropractic Examiners

The State Board of Chiropractic Examiners is responsible for making rules and regulations dealing with the Chiropractic Profession in Colorado.  It also grants licenses to qualified applicants, approves chiropractic schools and conducts hearings when necessary.

effective May 18, 2023 for terms expiring May 18, 2027:

  • Vidhyalakshmi Sampath of Aurora, Colorado, to serve as a member of the public, appointed; 

  • Robert Smigelski, DC, of Highlands Ranch, Colorado, to serve as a professional member, reappointed. 

State Board of Health

The State Board of Health advises the executive director of the department on all matters relating to public health and determines policies for the department to follow in administering and enforcing the public health laws of the state.

for terms expiring March 1, 2027: 

  • Evelinn Borrayo, PhD, of Fort Collins, Colorado, to serve as a resident of the Second Congressional District, and as a Democrat, reappointed; 

  • Lisa Neal-Graves of Parker, Colorado, to serve as a resident of the Fourth Congressional District, and as a Democrat, reappointed;

State Board of Human Services

The State Board of Human Services adopts policies, rules and regulations for the administration of the Department of Human Services. The Board adopts rules and regulations concerning foster care and adoption procedures, mental health programs, alcohol and drug abuse programs, and developmental disabilities programs.

effective March 1, 2023 for terms expiring March 1, 2027:

  • Tamara Pogue of Dillon, Colorado, to serve as a County Commissioner, reappointed; 

  • Jennifer MacDonnell of Las Animas, Colorado, to serve as a County Commissioner, reappointed;

State Board of Mortgage Loan Originators

The Board of Mortgage Loan Originators will be responsible for licensing mortgage loan originators and registering mortgage companies.  The Board also has the authority to promulgate rules, enforce the license law, investigate complaints, and impose discipline against its licensees.

  • Aaron Salladay of Colorado Springs, Colorado, to serve as a mortgage loan originator, appointed. 

State Board of Psychologist Examiners

The State Board of Psychologist Examiners reviews applicants for licensure and issues licenses to those who meet the requirements to be a psychologist in the State of Colorado.

for a term expiring May 31, 2024:

  • Jillian Sarmo-Parks of Centennial, Colorado, to serve as a public member, occasioned by the resignation of Laura K. Knoblauch of Englewood, Colorado, appointed. 

State Board of Real Estate Appraisers

The Board of Real Estate Appraisers conducts rulemaking hearings, makes policy decisions, considers licensing matters, reviews complaints and takes disciplinary action as needed against real estate appraisers.

for a term expiring July 1, 2024:  

  • Clinton Taylor of Lakewood, Colorado, to serve as a representative of real estate appraisers with experience in appraisal management, occasioned by the resignation of Chris Andrew Brownlee of Grand Junction, Colorado, appointed. 

State Board of Unlicensed Psychotherapists

The Board of Unlicensed Psychotherapists, formerly known as the State Board of Registered Psychotherapists, is a licensing and disciplinary board that oversees psychologists in the state.

  • Ryan Clay of Peyton, Colorado, to serve as a professional member, occasioned by the resignation of  Maxwell Brandel of Longmont, Colorado, appointed. 

Urban Drainage and Flood Control District Board of Directors

The Urban Drainage and Flood Control Districts Board of Directors assists local governments in the planning, design, construction and maintenance of multi-jurisdictional drainage and flood control projects.
