988 Crisis Line Board of Directors

The 988 Crisis Hotline Enterprise Board of Directors works with the Colorado Public Utilities

Commission to set rates for a 988 surcharge for service users annually. The Enterprise also funds a nonprofit to provide intervention services and crisis care.

Air Quality Enterprise Board

The Air Quality Enterprise collects fees from stationary sources to support a variety of services that inform fee payer operations and facilitates dialogue between fee payers and the community. The enterprise, through the department and contractors, conducts science-based, unbiased air quality modeling, monitoring, assessment, data analysis, and research, and provides emission mitigation services when sought by fee payers.

  • Martha Rudolph of Denver, Colorado, to serve as a member of the Air Quality Control Commission, reappointed;

  • Daniel Prather of Denver, Colorado, to serve as a representative from the private sector with expertise in business management, appointed;

  • Frank Flocke of Boulder, Colorado, to serve as a representative from the research community with air quality modeling, monitoring, assessment, and research experience, reappointed;

  • Daniel Zimmerle of Fort Collins, Colorado, to serve as a representative from the research community with air quality modeling, monitoring, assessment, and research experience, reappointed;

  • Silpa Krefft of Denver, Colorado, to serve as a representative of the research community who is also an expert in the environmental effects of air pollutants and an occupational pulmonologist, reappointed.

 

Judicial Nominating Commissions

There is a judicial district nominating commission for each of Colorado’s 22 judicial districts that select nominees for district and county judicial vacancies. Each district nominating commission is chaired by a justice of the Supreme Court, who is a non-voting member of the commission.

  • Alejandra Major of Lakewood, Colorado, to serve as an non-attorney, a Republican, and a member from the Seventh Congressional District, appointed.

Scenic and Historic Byways Commission

The Commission works with state agencies, the US Forest Services, Bureau of Land Management, local byways organizations, public and private resources, to assist in the development of byways management plans, including interpretation, promotion and protection of distinctive byways characteristics. The Commission also helps to coordinate the budgeting process and allocation of federal, state, and private funds for the purpose of byway improvement.

  • Nicole Hill of Rapid City, South Dakota, to serve as a representative of the United States Forest Service, occasioned by the resignation of Chad Schneckenburger of Wheat Ridge, Colorado, appointed;

Scientific and Cultural Facilities District Board of Directors

The Scientific and Cultural Facilities District Board of Directors distributes funds from a .1% sales and use tax to cultural facilities throughout the seven county Denver metropolitan area. The funds support cultural facilities whose primary purpose is to enlighten and entertain the public through the production, presentation, exhibition, advancement and preservation of art, music, theater, dance, zoology, botany, natural history and cultural history.

  • Amos Kazzaz of Denver, Colorado, occasioned by the resignation of Courtney Ozaki of Lakewood, Colorado, appointed.

 

State Board of Equalization

The State Board of Equalization reviews the valuations of real and personal property and, upon a majority vote, raises, lowers and otherwise changes such valuations so that the state's tax burden is equally and fairly distributed.

  • Richard Sokol of Englewood, Colorado, to serve as the Governor’s designee, appointed. 

 

State Board of Marriage and Family Therapist Examiners

The State Board of Marriage and Family Therapist Examiners board adopts rules and regulations for the profession, conducts examinations, and grants or denies licenses.

  • Raynette Adkins of Northglenn, Colorado, to serve as a public member occasioned by the resignation of Betty Boyd of Lakewood, Colorado, appointed. 

State Board of Nursing

The State Board of Nursing examines and licenses registered and practical nurses.  It approves nursing programs and standards, and investigates complaints filed against nurses. 

for a term expiring July 1, 2026:

  • Karen Hinojos of La Jara, Colorado, to serve as a public member, occasioned by the resignation of Hayley Hitchcock of Littleton, Colorado, appointed;

for a term expiring July 1, 2027:

  • Kathleen Combs, RN, of Denver, Colorado, to serve as a licensed professional nurse and hospital staff nurse, occasioned by the resignation of Mackenzie Armani of Grand Junction, Colorado, appointed. 

 

Stroke Advisory Board

The Stroke Advisory Board evaluates potential strategies for stroke prevention and treatment, and develops statewide needs assessments identifying relevant resources to improve quality of care for stroke patients.  Each January 1, the Board submits a report specifying its findings and recommendations to the Colorado Department of Public Health and Environment and the corresponding committees in the State House and State Senate.

  • Jennifer Slabik of Loveland, Colorado, to serve as an expert in stroke database management, appointed; 

  • Layne Dylla, MD, of Aurora, Colorado, to serve as a physician who is actively involved in stroke care and who is representing a statewide chapter of emergency physicians, appointed; 

  • Ricky Medel, MD, of Colorado Springs, Colorado, to serve as a physician who is actively 

involved in stroke care and who is board-certified in neurosurgery, appointed; 

  • Rodney Lie of Centennial, Colorado, to serve as a member of the public who has suffered a stroke or is the caregiver of a person who has suffered a stroke, appointed; 

  • Richard Bottner, PhD, of Denver, Colorado, to serve as a representative of a statewide 

hospital association, reappointed; 

  • Emily Wilkinson, of Aurora, Colorado, to serve as a representative of a stroke rehabilitation facility, reappointed; 

  • Sharon Poisson, MD, of Denver, Colorado, to serve as a Colorado resident representing a national stroke association, reappointed; 

  • Kayla Ledvina of Highlands Ranch, Colorado, to serve as a physical or occupational therapist 

actively involved in stroke care, reappointed; 

  • Heather Morris of Stratton, Colorado, to serve as an administrator from a hospital located in a rural area of the state, reappointed.

 

Title Insurance Commission

The Title Insurance Commission is an advisory body to the Commissioner of Insurance concerning matters of title insurance. The Commission’s duties include proposing, advising and recommending rules subject to approval by the Commissioner for the implementation and administration of the business of title insurance.

for terms expiring August 5, 2027:

  • Tyler Stoehr of Arvada, Colorado, to serve as a licensed employee of a title insurance company that has netted admitted assets of $500M or more, with not less than five years of experience in the title insurance business, appointed; 

  • Jill Hatfield of Longmont, Colorado, to serve as a licensed employee of a title insurance company that has netted admitted assets of less than $500M, with not less than five years of experience in the title insurance business, reappointed; 

  • Leo J. Hebert of Arvada, Colorado, to serve as a resident licensed title insurance agent with not less than five years of experience in the title insurance business in Colorado, reappointed;
