Welcome!
Kiowa County was created on April 11, 1889, taking its name for the Kiowa Indians. The Missouri Pacific Railroad crossed the Kansas border in 1887 when the area was still part of a larger Bent County. The railroad platted towns approximately every seven miles. Incorporated towns are Sheridan Lake, Eads and Haswell. Unincorporated towns are Towner, Brandon, Chivington and Arlington. Kiowa County is dedicated to providing economic, social, health and other services to its citizens.

Kiowa County's Technology Accessibility Policy
Accessibility Policy
In accordance with HB21-1110, SB23-244, and 8 CCR 1501-1, Kiowa County must provide persons with disabilities equal access to County programs, service, and activities, including those programs, services, and activities that are made available through County websites and other online technology. This policy was developed to promote equal access to such programs, services, and activities provided throughout the County to persons with disabilities. This policy applies to all online technologies, including County customer facing websites, mobile applications, electronic communication, and digital documents such as portable document format (PDF).
Policy Statement
New and redesigned web content published on the County's online technologies after the effective date of this policy will conform to WCAG 2.1 Level AA compliance, except for content specifically excluded from this policy. No technology or design approach is required. The aim is to maximize access to and use of the County's online technologies by persons with disabilities.
Existing web content published prior to the effective date of this policy will either be archived or modified to conform to WCAG 2.1 Level AA compliance, to the maximum extent feasible, with exception of content specifically excluded from this policy. Web content hosted on the County's public website will be evaluated, prioritized, and scheduled for remediation no later than July 1, 2024, or as extended by the State.
Grievance Procedure
Online accessibility-related grievances should e submitted in writing and contain information about the alleged accessibility problem. The information required to submit a grievance is as follows:
- Name of the person initiating the grievance
- Address
- Phone number
- Program or location of the grievance (i.e. Kiowa County website)
- Date
- Description of the problem
Alternative means of filing complaints, such as personal interviews or a tape recording of the complaint will be accepted for persons with disabilities upon request. Though personal details are recorded to adequately record and respond to grievances, these detail will be treated with the utmost confidentiality except as required otherwise by Colorado Open Records Act.

Within 14 calendar days after receipt of the grievance, the County will contact the person initiating the grievance to discuss the problem and the possible resolutions.
Within 30 calendar days of the meeting, the County will respond in a format accessible to the complainant. The response will explain the County's position and options for a resolution.
If the County's response does not satisfactorily resolve the issue, the complainant may appeal the decision within 30 calendar day after receipt of the response.
