July 12 update:

Following discussions of the Town Board this week, the Town of Estes Park has withdrawn its application to the Estes Valley Planning Commission for the rezoning of the Dry Gulch property as a potential multi-family residential workforce housing site. The item, originally scheduled for Planning Commission review July 17, has been withdrawn without prejudice, meaning it may be resubmitted for consideration again in the future. Meanwhile, the Town Board will reexamine the Housing Needs Assessment, a 2016 study that serves as a basis for decisions on workforce housing projects, tentatively at its August 14 study session. April-June updates:

The Town of Estes Park invites nearby residents to a neighborhood update meeting regarding the Town’s Dry Gulch Workforce Housing Project. The meeting takes place Monday, July 9, 2018, at 5 p.m. at Crossroads Ministry (851 Dry Gulch Road). View the invitation. 

The Estes Valley Planning Commission is scheduled to consider a rezoning application for the Dry Gulch property at its July 17 meeting. Meeting information will be posted at the week prior.

At its July 24 study session, the Town Board is tentatively scheduled to review the status and draft disposition and redevelopment agreements (DRA) for the two workforce housing projects, at the Dry Gulch Road and Fish Hatchery Road properties. The DRA enables the Town of Estes Park and the developer to enter into a contract that allows for the development of Workforce Housing in Estes Park.  The DRA provides a framework for the land transfer and defines the expectations of the developer to deliver the projects. Once the Town Board has approved the DRAs, the Community Collaboration Effort begins. Community involvement will help shape the design of the housing projects and include opportunities for regular stakeholder involvement and input from the community.  The project team is currently holding regular meetings with a Housing Advisory Council (HAC). The HAC is made up of representatives from key community groups including the town, large employers, public lands/environmental groups, economic development, and neighborhood/community members. In addition to meeting with the HAC, the project team will also engage the public for input on design elements of the housing projects. The Town anticipates the public input process to occur through the design phase which is scheduled to be completed by November of 2018 for the Dry Gulch Project and April of 2019 for the Fish Hatchery site. Due to significant cost of establishing adequate water supply for the Fish Hatchery project, the team is currently focused on investigating potential infrastructure funding sources for that project. 

The Town Board will also have key milestone approvals throughout the process. If all steps are successfully completed, the projects could be constructed as outlined in the tentative summary schedule.

March update:

The Town of Estes Park is working with AmericaWest Housing Solutions and Prairie Fire Development to examine potential development of workforce housing solutions on Town-owned properties located on Fish Hatchery Road and Dry Gulch Road. This effort will include significant opportunities for public input and involvement. The planning and design process will occur over a year’s time to ensure time for the collaborative community effort. It will result in an overall site plan with rezoning and sub-dividing plans, infrastructure improvements, designated open space and trails, unit type and mix details, and construction type and concept details.

A Community Advisory group of stakeholders with varied perspectives on the housing projects, including large Estes Valley employers, will be formed to provide feedback throughout the design/development process.

A master schedule for design and development is currently in development, identifying milestones and public engagement plans.
