Motor Vehicle Hearings
The Hearings Division (HD) conducts administrative hearings for the Colorado Department of Revenue (CDOR) and its constituent agencies.  Basically, HD’s administrative hearings have two purposes: 1) to evaluate and recommend appropriate state regulations, and 2) to conduct adjudicatory hearings by trying matters of fact in individual cases where witnesses are heard and evidence is presented.  Hearings differ from trials in that they are typically less formal.  
 
Depending on the type of case, a Hearing Officer decision issued from the Department of Revenue Hearings Division will be an initial decision under § 24-4-105 or final agency action under § 24-4-105.  Requests for non-DMV hearings are generally filed with the Taxation Division or Enforcement Division and received by the Division Clerk in the Hearings Division.  The Hearings Division will communicate with involved parties to schedule a hearing and issue orders.
