Administrator

The administrator provides executive-level support to the Board of County Commissioners.  The county administrator’s duties include implementing the policies and priorities of the Board of County Commissioners and overseeing the day-to-day operations of the county.

The administrator responds to citizen inquiries and schedules work sessions for the board of county commissioners.

The County Administrator's role is to:

  • Attend all Board of County Commissioners' (BOCC) meetings
  • Bring recommendations to the BOCC regarding positions under BOCC authority
  • Coordinate county programs and functions
  • Prepare supporting information for BOCC decisions
  • Prepare preliminary county budget for BOCC consideration
  • Execute and insure compliance with the adopted budget
  • Insure maintenance and repair of County property
  • Act as the County purchasing authority, reviewing purchases
  • Enforce County personnel policies
  • Assist departments in developing organization procedures, techniques, and record management programs as needed
  • Prepare reports for the BOCC regarding County operations and prepare plans for future programs for BOCC consideration
  • Assist BOCC chair in the preparation of the agenda
  • Perform other duties as may be lawfully delegated to him
Budget Officer's Role is to:

The Budget Officer develops a financial plan that ensures the health, safety and welfare of county residents. The county is committed to adopting a budget that facilitates the orderly and efficient delivery of county government services, as directed by the Local Government Budget Law of Colorado, other governmental mandates, policy directives developed by the Board of County Commissioners and citizen feedback. Finally, the budget process should promote an organizational culture that fosters citizen access to information and awareness about the county.

Responsibilities and Services:

  • Analyze budget variances
  • Compile information in preparation of the county's Capital Improvement Plan
  • Conduct special analysis and studies as requested by the Board of County Commissioners
  • Ensure compliance with Colorado budget laws and revenue and spending limitations
  • Forecasting revenues and expenditures
  • Prepare the county's annual budget
  • Provide clear and complete information to the public regarding each year's budget
  • Provide financial information to the commissioners and elected officials
