Veterans Access, Choice and Accountability Act Update
The Choice Program covers hospital care and medical services under the Medical Benefits Package which includes pharmacy and other benefits, such as beneficiary travel. For programs that have specific eligibility criteria, such as dental care, the specific eligibility criteria still applies. The Choice Program does not include Nursing Home Care or unscheduled (emergency) non-VA care.
Eligible Veterans are authorized for a course of treatment, which must be considered medically necessary, for up to 60 days. The treatment will include any follow-up appointments, as well as any
ancillary and specialty services.
Some important points about the Choice Card:
- This is not a debit card for health care. You must have pre-authorization!
- VA will not pay for any missed appointment charges assessed by a private provider
- If you live in La Junta, Lamar or Salida you may qualify for the under 40 mile provision
- If you have certain medical conditions and depending on the frequency or nature of care you may be eligible for the 40 mile provision. Consult with your VA physician to determine eligibility.

If you served in the active military, naval or air service and are separated under any condition other than dishonorable, you may qualify for VA health care benefits. Current and former members of the Reserves or National Guard who were called to active duty (other than for training only) by a federal order and completed the full period for which they were called or ordered to active duty may be eligible for VA health care as well.
Minimum Duty Requirements
Most Veterans who enlisted after September 7, 1980 or entered active duty after October 16, 1981 must have served 24 continuous months or the full period for which they were called to active duty in order to be eligible. This minimum duty requirement may not apply to Veterans who were discharged for a disability incurred or aggravated in the line of duty, discharged for a hardship or received “early out”. Since there are a number of other exceptions to the minimum duty requirements we encourage all Veterans to apply in order to determine their enrollment eligibility.
Colorado Springs VA Health Center Update
A copay may be required from some Veterans for treatment of nonservice-connected conditions. While some Veterans qualify for cost-free health care services, based on qualifying factors, most are required to complete an annual financial assessment (sometimes referred to as a means test) to determine whether they qualify for cost-free services. In the event that your gross household income and/or net worth, as applicable, may exceed established thresholds, you may be required to agree to make an applicable copayment.
Financial Assessment & Income Verification
Most Veterans not receiving VA disability compensation or pension payments must complete a financial assessment to determine if they qualify for free VA healthcare. Most non-service connected and non-compensable 0% service connected Veterans who report total gross household income under VA National Income Thresholds may be subject to income verification.
Private Health Care Insurance
Providing your health insurance information may reduce or eliminate your copay. Veterans with health insurance may choose to use those sources of coverage as a supplement to their VA benefits. Payments usually cover Veterans’ copay expenses for VA health care. Having other health insurance does not affect your eligibility for VA health care.

The professionals at the Veterans Crisis Line are specially trained and experienced in helping Veterans of all ages and circumstances – from Veterans coping with mental health issues to Veterans struggling with relationships, transitions, etc.
VA Veterans Identification Card
The Veterans Health Identification Card (VHIC) is personalized to display the emblem of the Veteran’s branch of service. It also provides features that make it easier to use, such as the addition of “VA” in Braille to help visually impaired Veterans, and the printing of VA phone numbers and emergency care instructions on the cards.
The card replaces the Veteran Identification Card (VIC). As part of a phased roll-out the card will only be offered to newly enrolled and other Veterans who have not been issued a VIC. Then the VA will begin to automatically issue the more secure VHIC to current VIC cardholders. VA recommends Veterans safeguard their VIC as they would a credit card, and cut up or shred the card once it is replaced. While not required to receive VA health care, all enrolled Veterans are encouraged to get a VHIC.

Veterans who are not enrolled in the VA health care system can apply for enrollment at any time by visiting www.va.gov/healthbenefits/enroll, Calling 1-877-222-VETS (8387) or visiting their local VA health care facility.
Red Cross Veterans Transportation
- It provides transport service members, veterans or their immediate family for medical appointments or vocational trainings.
- Transportation is provided via a SUV that has not been converted so the veterans must be ambulatory, or if they use a mobility assistance device, such as wheelchair, it must be able to fit into the SUV trunk.
- Transport boundaries are currently within 2 hours of the Denver office.
- James will forwarded a copy of the request form which need to be submitted 5 business days prior to the requested trip. The forms need to be sent to Tim.Bothe2@redcross.org and need to be signed by the patient’s physician or representative or by a VA or military clinic authority.
- The program is not meant to compete with the existing DAV program, and is funded by Anschutz Foundations.

Helping Hands – serving quadriplegic and other people with severe spinal cord injuries or mobility-impairments by providing highly trained monkeys to assist with daily activities.

Am I eligible?

5 Year Post Deployment Benefit
Veterans, including members of the National Guard and activated reservists are eligible for the enhanced Combat Veteran benefit if they served on active duty in a theater of combat after November 11, 1998 and have a discharge of under honorable conditions or higher.
There are three avenues to receiving VA healthcare.
- Service-connected disability: This is any medical condition, physical or mental, connected to military service negatively impacting the veterans life today. This includes National Guard and Reserve members who have conditions related to their drills and annual training even if they were never called to active Federal duty.
- Special limited programs to include: POW status, Purple Heart recipient, Agent Orange exposure, Vietnam, Korean DMZ, Desert Storm/SW Asia, Camp Lejune, NC, OEF/OIF/Operation New Dawn (OND), ionizing radiation, etc.
- Income verification. A veteran may qualify if his/her income falls below the threshold for their area of residence. The threshold is determined by the county the veteran lives in and other factors.
There are three things Veterans should know about their health care options.
- Veterans Affairs wants all Veterans to receive health care that improves their health and well-being.
- If you are enrolled in Veteran’s (VA) health care, you do not need to take additional steps to meet the Affordable Care Act coverage standards and requirements. The health care law does not change VA health benefits or Veterans’ out-of-pocket costs.
- If you are not enrolled in VA health care, you can apply at any time.
- Under the Affordable Health Care Act, eligible veterans enrolled for care with the VA are considered covered and need not purchase other health insurance. However, Medicare Part A enrollment is still required for veterans who wish to collect social security.
Additionally, enrollment in VA health care means you can enjoy:
- Medical care rated among the best in the U.S.
- Immediate benefits of health care coverage. Veterans may apply for VA health care enrollment at any time.
- No enrollment fee, monthly premiums or deductibles. Most Veterans have no out-of-pocket costs. Some Veterans may have a small co-payments for health care or prescription drugs.
- More than 1,700 places to get your care. This means your coverage can go with you if you travel or move.
Veterans Enrolled in VA Health Care
For those currently enrolled in VA health care programs, your health care coverage meets the requirements under the Affordable Care Act. You have met the requirement to have health insurance beginning in 2014. You do not have to take any additional steps to get health care coverage. However, Medicare Part A enrollment is still required for veterans who wish to collect social security.

Veterans Not Enrolled in VA Health Care
Veterans not currently enrolled in VA health care program can apply for enrollment at any time. Remember, most people will be required to have health insurance coverage beginning In January 2014, or pay a penalty if they do not.

Yes. If you are enrolled in any of VA’s programs below, your health care coverage meets the requirements of the Affordable Care Act (health care law):
- Veteran’s health care program
- Civilian Health and Medical program (CHAMPVA)
- Spina bifida health care program
Yes. You can continue to use VA for all your health care needs, or complement your VA care with private health insurance or coverage by other federal and state health care programs you may qualify for, including Medicare, Medicaid, and TRICARE. If you have other health insurance in addition to Medicaid, your other insurance pays first in most cases. For more information about Medicaid being the payer of last resort click here.
The health care law does not change VA health benefits or your out-of-pocket costs as VA. The law also does not change your ability to continue to use VA health care with your TRICARE coverage as you can still use both your VA coverage and TRICARE coverage. Yes. Veterans who qualify can have both VA health care program coverage and Medicaid. To find out if you and your family qualify for Medicaid go to Get Coverage.
Since VA care meets the standard for health care coverage, you are not eligible for a tax credit to help buy insurance through the Connect for Health Colorado Marketplace. However, you may still purchase private health insurance on or off the Connect for Health Colorado Marketplace to complement your VA health care coverage without receiving a tax credit.
Yes. If you are not enrolled in VA health care coverage, you may qualify for financial assistance (tax credit) to help pay for health insurance coverage purchased through the Connect for Health Colorado Marketplace. Remember, if you do have VA health care coverage, you are not eligible for a tax credit.
VA cannot make this determination. You must apply through Connect for Health Colorado Marketplace to find out if you can get a tax credit to help lower the costs on your monthly premiums for private health insurance plans. Remember, if you are enrolled in a VA health care program, you do not need to take additional steps to meet the health coverage requirements under the health care law. Also, if you are enrolled in VA health care, your VA coverage meets the Federal requirement for health care coverage so you are not eligible for a tax credit to help buy insurance through the Connect for Health Colorado Marketplace.
Veterans’ family members who already receive health care coverage — through their employers, TRICARE or certain VA programs — do not need to take additional steps to meet the health care law coverage standards. Veterans’ family members who do not have coverage that meets the health care law’s requirements should consider their options. Family members of Veterans may qualify for free or low-cost coverage through Medicaid or Child Health Plan Plus (CHP+). They may also qualify to financial assistance (tax credit) to help lower the costs of their monthly premiums or out-of-pocket costs through the Connect for Health Colorado Marketplace. Coloradans can apply for health care coverage through the Medicaid, CHP+ and Connect for Health Colorado Marketplace by filling out one application. Learn more about how to Get Coverage.
Yes. However, acceptance for future VA health care coverage will be based on eligibility factors at the time of application, which may result in a denial of health care coverage.
