Work to Begin on UTSD/TEP Utility Infrastructure Project

The Upper Thompson Sanitation District (UTSD) and Town of Estes Park (TEP) will begin a utility infrastructure improvement project, slated to start work January 28, 2019. The UTSD and the TEP have formed a partnership to coordinate a unified effort to design, repair and construct critical utility infrastructure. UTSD is replacing a single 45 year old sanitary sewer force main with new dual force mains, extending from the district’s Fish Creek Lift Station (FCLS) (next to Lake Estes on Fish Creek Road), up to and across HWY 36, on Mall Road to the District’s gravity sewer main, near Joel Estes Drive. The UTSD is also modifying the Fish Creek Lift Station, adding new piping and valves, and replacing aging piping and valves to facilitate the new parallel force mains.  The lift station and force main improvements are critical to UTSD operations and public health, since FCLS manages over 1/3 of all UTSD sewer flows. TEP construction work will consist of installing a new water main extension, including hydrants, valves, and blow-offs, from its current terminal location near the Estes Lake Lodge, crossing Highway 36, traversing the easterly side of Mall Road, ending near Joel Estes Drive.

Construction includes repaving portions of Mall Road and restoration of the disturbed areas, terminating near Joel Estes Drive.  Traffic impacts in the work areas are to be expected and will include temporary detours, closures and extended closures of Mall Road and the pedestrian trail adjacent to Mall Road and U.S. HWY 36. In addition to replacing critical aging infrastructure, residents along Mall Road will have the option to connect to UTSD sewer and TEP water once the project is completed. Additional updates will be provided as the project moves forward. The UTSD and TEP are partnering to complete the utility improvement work through an Intergovernmental Agreement (IGA), with UTSD as the designated project lead.   The public is encouraged to continue monitoring the District’s website at for project updates, or contact Chris Bieker, UTSD District Manager at 970-586-4544 office, 970-203-4175 cell, email, for questions and further information.
