Year-Round Transit Proposal - Estes Park Free Shuttles

The Town of Estes Park and its Shuttle Committee are exploring the opportunity to apply for a 2018-2019 Federal Transportation Administration (FTA) transit grant. The Colorado Department of Transportation (CDOT) allocates FTA funds to rural communities for expenses related to offering community transit services throughout the year. The Town currently offers free shuttle service from June through October, and the grant would allow the Town to operate on a limited basis throughout the year.

Transit Need Survey

To assist with compiling the grant application, community members assisted by completing a brief survey to help identify the parameters of the proposed service including days and hours of service, desired destinations, and other pertinent information. Results of the survey will be posted here upon completing the compilation of survey data.

 

2016 Annual Report - Estes Park Free Shuttles

 

The annual report is presented to the Town Board at the Community Development/Community Services Committee meeting each year in February. Of note in the 2016 report is the continual growth of guests and residents utlizing the free trolley service for special events in Estes Park; surpasing 101,000 riders. Initial Draft Proposal for Year-Round Transit

At the Town Board study session on Feb 23, Town staff and the Shuttle Committee recommended the expansion of the Town's free shuttle service to include year-round service on fixed routes with ADA accessibility in the Estes Valley. It was proposed that service could cover an additional 40 weeks of the year. To pursue this option, the Town will apply for the FTA grant and others that become available. Grant funding could reimburse the Town approximately 50 to 80 percent of expenses. Typically operational costs may be grant-funded at 50 percent, to include items such as printing, contracted services, signage, administrative personnel and preventative fleet maintenance. Grants may also fund capital costs at 80 percent, including vehicle purchases and bus shelters.

Shuttle Committee Members

The Town of Estes Park Shuttle Committee

The Shuttle Committee, comprised of Town of Estes Park employees, citizens, and local business representatives, reviews all Town shuttle activities and plans. The Town's shuttle program was initiated after the Town commissioned a comprehensive parking study in 2005, which recommended a shuttle system to assist with consistently high seasonal traffic and limited land mass for expanding parking areas. Twelve-weeks of daily service is scheduled for June 24 through September 10 of 2017. The Elkhorn Express free trolley continues to serve special events in the fall of 2017.
