Road Reconstruction Project.  Working with Asphalt Specialties Co., Inc.

Following voter approval of the Street Improvement Plan in November 2015, the Town of Bennett has chosen Asphalt Specialties Co., Inc. as our contractor for the reconstruction of Town streets. Under this ambitious project, streets in many neighborhoods will be repaired or completely reconstructed during the coming months, as well as improvements made to Kiowa Bennett Road between Highway 36 and the Antelope Hills subdivision.  Representatives from Asphalt Specialties Co., Inc. will serve as the primary contacts for the project.  Any questions from the public regarding timelines, detours, closures or delays, should be addressed by them.

Some may have also noticed that the height of the pavement is not as high as it used to be. This is because the construction company has just completed the “First” lift phase of road reconstruction. Once all phases in a neighborhood have been completed, the streets will receive a “Second” lift. This process provides a nearly seamless top layer which helps the roads stay in better condition for longer. When the "Second" lift begins parking will be almost entirely unavailable.

Project Timeline

11.14.16 -- PUBLIC NOTICE -- BENNETT STREET IMPROVEMENT PLAN

Through the great support and cooperation of the residents and business owners within our community, the Town of Bennett's contractor, Asphalt Specialties Company, Inc., is nearing completion of the 2016 Street Improvement Project work. The 2016 Street Improvement Project work, conducted from June 1 through December 30 of this year, is a direct result of a one-percent (1%) sales tax increase approved by Town voters in November, 2015. Due to that vote and the resulting sales tax revenues and project financing, the 2016 Project work has improved 80 percent of all existing Town-owned roads and streets in this first year alone, including all streets that required immediate improvement. The Town of Bennett 2016 Street Improvement Project work is currently scheduled for Substantial Completion, indicating full Town and resident use of project improvements, as of December 15, 2016. Following preparation and successful completion of Project Punch List work in December, the Town expects to issue an ensuing Conditional Acceptance of Improvements as of December 30, 2016. All Project work is then subject to a one-year warranty before Final Acceptance of Improvements. The Town is asking that all residents and property owners who believe they have incurred property damage as a direct result of the Street Project work advise the Town in writing of their purported damages by no later than Friday, December 2, 2016. A request for evaluation of damages may be made by filling out a short one-page Town claim form, which may be obtained at the Town of Bennett, Department of Public Works, 365 Palmer Avenue, Bennett, Colorado 80102. Completed forms should be returned to the Department of Public Works office at the same address. Assistance in filling out the forms is available upon request at the Public Works office. All claims will be evaluated for appropriate resolution, which may include repairing the damage or denying the claim where there is no evidence the damage relates to the Street Project. Claimants will be advised of the status of their claim within two weeks. The Town will use pre-project and post-project photographic and other information to assist in the evaluation of all claims. The Town and its contractors can only be responsible for damages caused as a direct result of the 2016 Street Improvement Project construction activities. Claims for damages will be considered for private property damages only. Claims for damages to improvements within Town right-of-way including driveways, curb and gutter, sidewalks and landscaping will be evaluated and addressed by the Town at its sole discretion. Some claims may need to be referred to insurance in which case a resolution may not be immediate. Corrective work that is weather dependent will be scheduled and completed as appropriate, and may be deferred to the 2017 construction season. 10.17.16. -- 7:15 a.m. -- Brothers Four: "Second Lift" complete on Bennett Avenue and Birch Street. Curb and gutter restoration and "First Lift" complete on Kiowa Avenue. 

Old Town: "First Lift" complete on West Lincoln Street. 

Cordella: Paving for "Second Lift" throughout entire neighborhood on Monday. Residents are able to park in the marked areas at Bennett Backhoe Services Inc. 

10.10.16. -- 8:20 a.m. -- Brothers Four: "Second Lift" on Bennett Avenue, Birch Street and Kiowa Avenue on Thursday/Friday/Saturday. 

Cordella: "Second Lift" throughout the entire neighborhood on Saturday. 

Old Town: Curb and gutter restoration on West Lincoln Street. 

10.03.16. -- 8:15 a.m. -- Antelope Hills: "Second Lift" complete. 

Cordella: "First Lift" Complete throughout entire neighborhood. Continued cross pan restoration. 

Old Town: Cement Treatment complete on West Lincoln Street, paving expected to happen week of 10/10.

Brothers Four: Continued cement panel removal on Kiowa Avenue from Ash Street to Cherry Street. "First Lift" complete on all streets excepts Bennett Avenue and Birch Street. 

09.26.16. -- 8:15 a.m. -- Centennial: Final Phase of "Second Lift" complete.

Brothers Four: "Second Lift" complete on Ash, Cherry, Elm and Daliah Streets. "Second Lift" paving on Bennett Avenue and Birch Street expected to happen this week. 

Old Town: Concrete Removal on West Lincoln Street. 

Cordella: Final Phase of "First Lift" complete on View Ridge Court and View Ridge Road. 

Antelope Hills: "Second Lift" complete on Valley Way, Columbine Drive and Parts of Antelope Drive West. "Second Lift" paving on Green Gables Court, Green Gables Way and Green Gables Circle on 9/27.

08.22.16 -- 8:15 a.m. -- Centennial: Continued cross pan restoration. 

Brothers Four: "First Lift" complete on Ash Street and Bennett Avenue from Cherry Street to just past Elm Street. 

Cordella: Milling continues on View Ridge Road. Paving expected on Friday or Saturday. 

Antelope Hills: Exit way milling begins. Entrance way divided to two lane road for vehicles entering and exiting neighborhood. Paving expected to occur Friday/Saturday. 

08.15.16. -- 8:15 a.m. -- Centennial: Continued cross pan restoration. 

Brothers Four: Paving on Birch and Dahlia Streets. "First Lift" complete. Milling on Ash Street begins on Tuesday. 

Washington Way: Paving expected to happen week of 8/22.

Cordella: Milling begins on View Ridge Road to View Ridge Court. 

Antelope Hills: Milling continues on E. Antelope Drive. Paving Expected to occur Friday/Saturday.  

08.08.16. --- 8:15 a.m. -- Centennial: Cross pan tear out begins. 

Brothers Four: Milling begins on Birch and Dahlia Streets.

Sharis Court: "First lift" Complete. 

Washington Way: Curb and gutter replacement continues. Paving expected to happen on Friday/Saturday. 

Antelope Hills: Milling continues on E. Antelope Drive. 

08.01.16. -- 10:00 a.m. -- Brothers Four: "First" Lift complete on Elm and Cherry Streets. 

Old Town: Continued replacement of select concrete slabs. 

Sharis Court and Washington Way: Milling begins. Paving expected Friday/Saturday. As the work continues representatives from Asphalt Specialties will work with patrons to access the businesses during the entire process. 

Antelope Hills: Milling begins on E. Antelope Drive near community mailboxes. Paving expected to occur Friday/Saturday. 

07.29.16. -- 8:30 a.m. -- Road construction is expected to begin during the week of August 1st on Sharis Court and Washington Way. The most significant delays will be on Tuesday, August 8. As the work continues representatives from Asphalt Specialties will work with patrons to access the businesses during the entire process. 

07.25.16. -- 8:15 a.m. -- Centennial: "First" Lift completed throughout the neighborhood. Cross-pan installation and manhole cover restoration still in progress. 

Antelope Hills: Pinehurst Court "First" Lift complete. Milling begins on E. Antelope Drive. Paving expected to happen Friday/Saturday. 

Brothers Four: Milling to start on Tuesday July, 26th on Elm and Cherry Streets. 

07.19.16. -- 8:15 a.m. -- Centennial: Milling begins on McKinley Drive. Paving expected to happen Friday. Residents are permitted to park in Community Center parking lot. This is the final phase of the "First" lift in Centennial. 

Old Town: Continued replacement of select concrete slabs weather permitting. 

Antelope Hills: W. Antelope Drive near Columbine Drive Completed. Milling begins on Pinehurst Court. Paving expected to happen by Saturday.
