Permanent Rulemaking - County Lodging Tax Rate Restoration

The Colorado Department of Revenue, Division of Taxation, will hold a public rulemaking hearing on the county lodging tax rule listed below at 10:00 A.M. on Tuesday July 21, 2020. This hearing will be conducted entirely by telephone and video conference, and will be recorded. The Department has created a Virtual Rulemaking Hearing Guide that provides additional guidance for participants.

Proposed Rule:

  • Special Rule 45. County Lodging Taxes. The purpose of this rule is to establish the effective date for the restoration of a rate of two percent for county lodging taxes adopted at such rate by resolution, but that were temporarily reduced by operation of certain statutory provisions that have since been repealed.

The Department will accept oral and written comments on this proposed rule. Oral comments will be accepted by video and telephone conference at the hearing. Individuals who wish to testify at the hearing are encouraged to send their name and organization to on or before July 20. Though not required, this will allow us to call on commentators in an effort to maintain an organized hearing. Written comments may be submitted to in advance or in lieu of oral commentary at the hearing and will be accepted until the close of the hearing on July 21, 2020.
