Initial Decisions are issued by an Administrative Law Judge (ALJ) following an evidentiary hearing. Either party or both parties may appeal an Initial Decision to the State Personnel Board. On appeal, the Board may adopt the findings of fact and conclusions of law in the decision of the ALJ; the Board may adopt the findings of fact of the ALJ but reverse on one or more conclusions of law; or the Board may reverse the ALJ on findings of fact and conclusions of law. If there is no appeal of an Initial Decision it is considered the Final Order of the Board.

Beginning with Fiscal Year 2015-16, all Initial Decisions issued within that fiscal year are listed. Prior decisions are listed by the year assigned in the case number (e.g. "2014G000") not the year in which the Initial Decision was actually issued, which could be a year or more later.
