General Information

The State Personnel Board, an independent entity as designated by state Constitution, promulgates rules governing the state personnel system and reviews appeals by employees regarding any adverse action that affects an employee’s base pay, status, tenure or other rights to which an employee is entitled by law. The Board may also use its discretion to grant a hearing for actions that do not adversely affect pay, status or tenure and where the individual does not, otherwise, have a right to a hearing, appeal or review by law or rule.

The State Personnel Board meets the third Tuesday of every month at 9:00 a.m. Board meetings are open to the public. Monthly agendas are published on the Board's web site on the HOME page drop down menu for "Agendas and Minutes". The State Personnel Board office hours are from 8:00 a.m. to 5:00 p.m. Monday through Friday, and Board offices are closed on official state holidays. All meetings are held at 9:00 a.m. at 1525 Sherman Street, 1st Floor Conference Room 104,  Denver, Colorado 80203.
The State Personnel Board meetings are public meetings, and any interested parties are welcome to attend.  Reasonable accommodation will be provided upon request for persons with disabilities. Requests can be made by calling Board staff at 303-866-3300 at least two work days prior to the scheduled meeting.

  • The Board is comprised of five members, two of whom are elected by certified state employees and three who are appointed by the Governor.
  • Each member of the Board must be a qualified elector of the state and shall not be an officer or employee of the state or of any state employee organization.
  • Board members serve three-year, overlapping terms and may succeed themselves once. Terms conclude on the last day of the fiscal year, June 31, and new terms officially commence on July 1 of the new fiscal year. 

Vacancies occurring for elected positions on the Board are announced in advance to employees in all departments of the State of Colorado and information is posted on the State Personnel Board web page. In order to be on the ballot for an elected position, eligible candidates must obtain a minimum of 100 verified signatures of certified state employees on official petitions. Certified employees vote electronically for their candidate of choice. The candidate obtaining the most votes is certified as elected to the Board.

Vacancies occurring for appointed positions on the Board are announced in advance on the State Personnel Board's web site. Individuals interested in a gubernatorial appointment to the Board must first submit an application to the Governor's office of Board's and Commissions at Applications are reviewed by the State Personnel Board Chair and the Board Director as well as the Executive Director of the Department of Personnel & Administration and a joint recommendation is then made for the Governor's consideration. Gubernatorial appointees are confirmed by Senate committee when the legislature returns to session in January.
