Meet the Executive Director

Walt Boulden - Executive Director

Walt brings extensive and diverse experience to the position of Executive Director.  He was born a third-generation Wyomingite into a family with deep roots in ranching and the oil industry. He fully understands the benefits and complexities of rural life and business in a rural setting. He started his career as a cabinet maker, was a licensed contractor and co-owned a construction company, and was chief operator at the Amoco Oil Refinery in Casper, WY for nine years. After completing his Masters in Social Work (MSW) in 1990, Walt worked as a psychiatric social worker in a hospital, had a private practice, and taught at the University of Wyoming in the Social Work Department where he also served as the Director of Field Education. 

Completing his PhD. in Social Work in 1999, he went to work for the University of Missouri Kansas City (UMKC), first at their Institute of Human Development and then at the School of Social Work, where he eventually became the Director. While in Kansas City, Walt and his partner also owned and operated an art gallery, and Walt ran a consulting business.  In 2006, Walt assumed the position as Executive Director of the Resource Development Institute (RDI), and continued to teach at UMKC. After almost eight years of community development and evaluation at RDI, Walt accepted a position as Associate Professor at Park University where he assisted in establishing their new MSW program. 
Shortly after accepting the position at Park, Walt and his partner moved to Trinidad, where he and his partner had been working for seven years to rehab a commercial building to house their art gallery.  Walt commuted between Trinidad and Parkville, MO, via Amtrak, for eighteen months. He served as Executive Director at the Trinidad Las Animas County Economic Development prior to accepting his current position as Executive Director at the South Central Council of Governments in late 2015.
