Meet the Administration Staff

Kelly M. Smith - Finance Director

Kelly manages the financial strategy and operations of a company more than 200 employees and total revenue for fiscal year 2016 of $6.6 million. Smith is committed to maximizing sound strategy for continued long-term success, and maintaining a high level of integrity and transparency.

Prior to South Central Council of Governments, Smith was the Director of Revenue Cycle for Mt. San Rafael Hospital where she partnered with the hospitals’ Rural Health Clinic, Patient Financial Services, Patient Care Unit, Emergency Department, Surgery Department, Radiology, Information Technology, Medical Records and Clinical Documentation to improve revenues and develop strategic long-range planning processes for continued revenue capture.

Smith has worked extensively in various financial capacities over her career and has held positions in computer manufacturing as a financial analyst, gas and oil industry as a cost accountant, and community college as adjunct business instructor.

Smith holds a Bachelor of Science degree in Business Administration from the University of Phoenix.


Diane Ackerman - Payroll Specialist

Diane, our Payroll Specialist has been with SCCOG since 1999.  Diane prepares Payroll on a semi-monthly basis.  She also works with any other duties associated with payroll.  Diane prepares 941 Quarterly Reports for Federal and State, and provides assistance with benefit insurance packages.  Prepares employee files and maintains them.  If you need to verify employment, please contact Diane.


Amber Velasquez - Accounts Payable

Amber has been employed at SCCOG since August 2007 as Accounts Payable Specialist.  She makes sure that all contractors are paid, collects and maintains the W-9 and insurance documents for contractors.  Amber reconciles all agency bank accounts to make sure SCCOG balances on a monthly basis.  Amber analyzes vendor accounts to ensure all invoices have been received and paid in a timely manner.  


Dawn Williamson - Administrative Assistant

Dawn has been with SCCOG for 16 years joining in 2001.  In her time at SCCOG she has worked with each of the agencies programs and has gained an understanding of all of them, making her a great agency wide resource.  In addition to a variety tasks such as working with the region's Enterprise Zone Contribution projects and managing the office supplies Dawn handles the front desk in the office and directs those who call or come in for services to the appropriate program, and for services that SCCOG does not cover, Dawn will also direct those inquiries to an agency who does provide those services.
