Energy Outreach Colorado

EOC Logo and LinkEnergy Outreach's energy bill assistance program helps low-income Coloradoans who are past due on their energy bill and in danger of having their home energy shut off.  Once a household qualifies for assistance, a payment for a portion of their bill is made directly to their energy vendor.  Energy assistance is available through the South Central Council of Governments (SCCOG) Housing Department in both Huerfano County and Las Animas County.  


How it Works

  • Energy Outreach raises energy assistance funding through individual and organizational donors.  
  • Funding is distributed to the organizations that make up Energy Outreach's statewide assistance network (SCCOG).  These local organizations have trained caseworkers who assist clients through the application process and determine eligibility.  Funding is available year-round.
  • Energy Outreach's program works cooperatively with Colorado's Low-income Energy Assistance Program (LEAP), which is federally funded and administered through the Colorado Department of Human Services.  LEAP accepts energy bill assistance applications between November 1 and April 30.  
  • Energy Outreach is the safety net for low-income Colorado families, seniors and individuals with special needs who do not meet LEAP qualifications, who need help during the months when LEAP does not accept applications, or who just need additional help.  
  • Because LEAP funds are limited, Energy Outreach typically provides additional funding to LEAP to increase the average benefit per household in Colorado.  
  • A household may receive energy bill assistance from Energy Outreach and/or LEAP once per program year.
