The Phillips County Administrator position was implemented in 1983 at the recommendation of the auditor. The administrative position in general is the day to day implementation arm of the Board of County Commissioners.

The County Administrator, under the supervision of the Board of County Commissioners, is the chief administrative officer of the county and is responsible for the effective administration of all governmental affairs of the county which legally may be placed in his/her charge, and shall enforce ordinances, policies, rules and regulations adopted by the Board of County Commissioners.

The County Administrator’s role is to:

  1. Attend all Board of County Commissioners’ (BOCC) meetings
  2. Bring recommendations to the BOCC regarding positions under BOCC authority
  3. Coordinate county programs and functions
  4. Prepare supporting information for BOCC decisions
  5. Prepare preliminary county budget for BOCC consideration
  6. Execute and insure compliance with the adopted budget
  7. Insure maintenance and repair of  County property
  8. Act as the County purchasing authority, reviewing purchases
  9. Enforce County personnel policies
  10. Assist departments in developing organization procedures, techniques, and record management programs as needed
  11. Prepare reports for the BOCC regarding County operations and prepare plans for future programs for BOCC consideration
  12. Assist BOCC chair in the preparation of the agenda
  13. Perform other duties as may be lawfully delegated to him

Because of the size of our county, the administrator position encompasses several other duties including:

  • Coordination of E911 Board
  • Road & Bridge State Reporting
  • Writing Grant Applications
  • Insuring Computer Maintenance
