Why is this important to Colorado?

Colorado strives to balance energy and mineral production with community and environmental interests.   Colorado emphasizes this balance between responsible natural resource development and utilization with the vital task of protecting human health, safety and welfare; safeguarding the environment and wildlife resources; and securing natural resources for current and future generations.

How do we measure success?

  • Increase the percent of citizen oil and gas complaints resolved within 30 days from 22.42% in 2015 to 75% in 2018.  In FY 2016-17, Colorado Oil and Gas Conservation Commission (COGCC) was able to address 91% of citizen complaints within 30 days. Resolve or pursue enforcement actions of high priority issues on high priority wells within 30 days.  All high priority issues were addressed in FY 2016-17.  If there is continuation of such a high level of performance next year, COGCC will likely adjust its target percentage.  FY 2016-17 was the first year this metric was tracked.  

  • Increase the number of high-priority hardrock mine inspections per year from 7 total inspections in 2015 to 43 total inspections in 2018.

What actions are we taking?

  • The Colorado Oil and Gas Conservation Commission (COGCC) greatly improved its responsiveness to public concerns about oil and gas operations by streamlining its complaint process, providing for electronic filing of complaint forms, and decreasing the time it takes to resolve complaints it receives. Additionally, citizens  receive an email notification with a complaint receipt  and a one-page attachment describing what to expect from the complaint process.
  • In 2016, COGCC implemented a risk-based inspection program where roughly 12% of all wells were identified as high priority based on a set of 6 established criteria. The prioritization of wells is updated in real time as staff conducts inspections across the state.  Click here to access this program.
  • As a result of a Lean process improvement project, COGCC developed an optional Field Inspection Response form where operators can formally respond to corrective actions identified in the COGCC inspection. The form provides a space for the operator to note the date they resolved the corrective action and also providing a trigger for the COGCC inspector to know when to go re-inspect.  The form also allows the inspector to add comments and information on each corrective action.
  • COGCC continues to develop mechanisms to connect the various forms together and increase the efficiency and effectiveness of tracking inspections and corrective actions through resolution.
  • The Division of Reclamation, Mining and Safety (DRMS) increased inspections at high-priority hardrock mines to ensure more frequent oversight at the mines with higher risk of impacts to the surrounding environment.
