Contract Management System (CMS)

Background
Colorado Revised Statutes §§24-102-205, 24-102-206, 24-103.5-101 and 24-105-102, requires the Colorado Department of Personnel and Administration (DPA), to implement and maintain a centralized contract management system for the purpose of monitoring all State personal services contracts subject to statutory requirements. The Central Contracts Unit within the Office of the State Controller is charged with oversight of the resulting Statewide Contract Management System (CMS), which was implemented on July 1, 2009.

CMS is an Internet-based software enabling users to access their contracts via a web-browser. It is installed on a network server and can be accessed by an Internet browser (like Microsoft Internet Explorer), and can be used on a Local Area Network (LAN) and Wide Area Network (WAN) in a multi-user environment. CMS is a contract management tool offering:

·         Security access,

·         Creation of contract records,

·         Assignment of tasks,

·         Tracking key dates related to contracts and tasks,

·         Generation of custom reports,

·         Attachment of scanned images and files to contract records, and

·         Linking of contract records.

CMS acts to assist the State in the continuous improvement of current contract monitoring and vendor oversight, leading to better performance, dollar savings and citizen confidence.

These persons are known as single point of contact (SPC), and are the first line of assistance for any questions and needs relating to CMS.

The Public Database
Pursuant to CRS §24-102-205(3)(c), all personal services contracts entered into after July 1, 2009 and meeting the criteria of CRS §24-102-205(3)(a)(I) through (X) are available to the public through a searchable database


CMS Annual Reports
Pursuant to CRS §24-102-205(7), DPA annually submits reports on personal services contracts in CMS to the standing legislative committees of reference in each house of the general assembly with oversight responsibilities over DPA. Click on the links to the left to access available reports.
