Capital Construction/Capital Renewal and Controlled Maintenance Instructions and Forms

Starting with FY 2017-18, State agencies are to request capital construction approval and funding through the annual budget request submission process as administered by the Office of the State Architect. Please refer to the following required documents:

Capital Construction is defined in statue, C.R.S. 24-30-1301(2), as,

  1. Acquisition of a capital asset or disposition of real property…
  2. Construction, demolition, remodeling, or renovation of real property…
  3. Site improvement or development of real property…
  4. Installation of the fixed or moveable equipment necessary for the operation of new, remodeled or renovated real property…
  5. Installation of the fixed or movable equipment necessary for the conduct of programs
  6. Contracting for the services of architects, engineers, and other consultants to prepare plans … and other studies associated with capital construction and to supervise the construction…

Controlled Maintenance is defined in statue, C.R.S. 24-30-1301(4), as,

  1. Corrective repairs or replacement, including improvements for health, life safety, and code requirements…
  2. Corrective repairs and replacement…of the fixed equipment necessary for the operation of real property, when such work is not funded in a state agency’s or state institution of higher education’s operating budget.
  3. May include the contracting for the services of architects, engineers, and other consultants… to prepare plans and specifications, and to supervise the execution of such controlled maintenance projects…
