Recorder's Notes by Pamela Bacon, Logan County Clerk and Recorder
Motor Vehicle Information:
The Colorado Division of Motor Vehicles Department of Revenue and the Colorado Clerk and Recorders discovered an issue with the Specific Ownership Tax (SOT) calculations for vehicles whose renewal was in the month of December, 2018. This calculation error overcharged customers who own a vehicle model years 2014-2018 and 2010 AND had a December 2018 vehicle registration expiration date.
The State implemented a new motor vehicle and registration system in August of 2018. There have been some significant challenges with the new system. Currently, most front line transactions are working as they should. We still have some hiccups on the out -of the ordinary transactions and reporting modules. The Logan County Clerk & Recorder Motor Vehicle office has been involved in working with the State and the vendor to help get the system up to par.
The Specific Ownership Tax (SOT) is supposed to stair step down and eventually bottom out at $3. There was an error in the system that did not do this and customers were charged the same as in 2017 for vehicle model years 2014-2018 and 2010 with a December 2018 registration expiration date.
We have been notified from the State that refund checks from the State were mailed no later than the 20th of March. If you were to receive a refund check the state would have contacted you with an explanation letter and the refund check. If anyone has questions you can contact the State directly at 303-205-5608.
Our collective goal at the Logan County Clerk & Recorder Motor Vehicle department is for efficient and accurate service to our citizens. I share your frustration with the situation and have made my displeasure known to the State Director of the Colorado Division of Motor Vehicles. I believe one of my duties as your local elected County Clerk & Recorder is to stand up to the State entities on behalf of our local citizens who do not have a voice, because they are not aware of situations such as this. I will continue to do that.
PLEASE PLAN AHEAD: Logan County Motor Vehicle Office will be closed Wednesday, April 10, 2019 for training and the Logan County Clerk & Recorder’s Office will be closed Friday, April 12, 2019 for training.
