Leadville Urban Renewal Authority


The City of Leadville has created an Urban Renewal Authority and we have seated an 11 member board to oversee that Authority.  The URA board consists of seven city council members, three taxing district members, and one at-large member.  We are now creating an Urban Renewal Plan which will be an area inside of the city limits that will be the focus of our efforts.  Though there may be additional plans in the future, the sole purpose of these current efforts is to revitalize and restore our downtown historic district. The building owners and business in our downtown are in need of financial help to make restoration possible and the Urban Renewal Plan is the method by which we can help them.  Without it, our downtown buildings will continue to suffer from decay and deterioration.  We plan to make a difference.

Timeline and Steps to Create An Urban Renewal Authority and Urban Renewal Plan

The City of Leadville received an Urban Renewal petition by register voters in March of 2017. After that petition was received and reviewed by the Deputy City Clerk for completeness determination a public hearing was published and noticed and held April 18th, 2017. City Council held the public hearing and discussed the needs and desire to create an Urban Renewal Authority and adopted Resolution 8, Series 2017 to create the Urban Renewal Authority.

The URA Board is comprised of all 7 seated City Council Members, an appointment from the Lake County Board of County Commissioners, a board member of a special district by agreement of the special districts levying a mill levy within Leadville, a board member of school district levying a mill levy within Leadville, and an at-large member selected by the Mayor.

City Council then created a sub-committee to create a Request for Qualifications in August of 2018. This sub-committee comprised of Mayor Labbe, Councilmember Roti, Councilmember Beck, Economic Development Director Mike Bordogna, and Administrative Services Manager Sarah Dallas.

The sub-committee launched an RFQ in September of 2017 and made a recommendation to City Council at the October 3rd meeting for ratification an agreement to contract services with Leland Consulting Group, Inc., a Colorado corporation, doing business as Ricker|Cunningham (RC)

10-17-2017 Informational Kick-Off Meeting presentation and information

On Tuesday 10-17-2017 at 5:30 pm consultant Anne Ricker and City Attorney Linda Michow held an informational community meeting about Urban Renewal Authorities and Leadville's process and thoughts about the potential first boundary of the first Urban Renewal Plan. On Thursday 10-26-2017 at 5:00pm members of the public and the Leadville/Lake County taxing districts were invited to discuss the proposed Leadville Urban Renewal Plan in the works with the Leadville Urban Renewal Authority, the City Attorney Linda Michow, and the Urban renewal Plan consultant Anne Ricker. Directly after the Leadville Urban Renewal Authority met and adopted by-laws and created the executive committee.
