Notice of Rulemaking: Proposed Access to Records Rule
The Commission is authorized to adopt such reasonable rules as may be necessary for the purpose of administering and enforcing the provisions of Article XXIX of the Colorado Constitution. Colo. Const. art. XXIX, § 5(1).
On December 29, 2017, the Independent Ethics Commission published notice of rulemaking to adopt proposed Access to Records Rules. On April 9, 2018, after having received written and oral public comments, the Commission modified the proposed rules. The modified proposed rules may be accessed through this link. The purpose of the proposed rules is to clarify for the public the Commission's practices and procedures pertaining to open records.
The Commission invites written public comments on the modified proposed rules. Any person interested in filing written comments may do so by emailing comments to email@example.com. Written comments may also be mailed to the Independent Ethics Commission, 1300 Broadway, Suite 240, Denver, CO 80203. Written comments must be received no later than May 3, 2018.
The Commission will consider any timely filed written comments at its meeting scheduled for May 7, 2018. The Commission may, at that time and in its discretion, authorize limited oral public comments from persons who have filed written comments. The Commission's meeting will be held at 1300 Broadway, Denver, Colorado, in Conference Room 1B, at 9:00 a.m. (time subject to change). Persons interested in attending the rulemaking deliberation are encouraged to monitor the posting of the Commission's meeting agenda, which will be posted on the Commission's 2018 Agendas web page. The Commission may order additional meetings to consider the proposed rules.
