LAND DEVELOPMENT REGULATION MINOR REVISIONS

Minor Revisions to the Land Development Regulations (LDR) are scheduled for the October 2, 2019 Planning Commission and November 12, 2019 City Council Meetings. On November 13, 2018, the City Council approved a complete reorganization of all development-associated regulations into a new Land Development Regulation (LDR).

Staff has been working under the new LDR for the last year. Although the new LDR is a signifigant improvement over the previous development regulations, there have been minor issues that have arisen that should be corrected/clarified. It is very typical and common for a municiaplity to review their regulations and make corrections on an annual basis. 

The proposed changes to the LDR include the following:

  • Clarify that single family attached (townhouses and rowhouses) that existed before the R-1 zone district was established (November 27, 1995) will be considered conforming.
  • Clarify zone districts that allow townhouses and rowhouses. Although they have historically been allowed in R-2 and R-M, it is not explicit that they are.
  • Clarify that Accessory Dwelling Units (ADUs) should only be allowed in R-E and R-1 Zone Districtis, and require a minimum size of 200 sf (there is presently no minimum size and 200 sf will require a building permit).
  • Change Final Development Plan eligibility to apply to new "buildings" vs. "structures".
  • Remove "tourist home" from allowed uses. This has hbeen used as a loophole to avoid meeting the requirements of short term rental,s hotels, and motels.
  • Make applicants responsible for stuffing envelopes and sending them via. a certificate of mailing for all purposes that require a mailing. (Presently staff is required to do this and it is very time consuming).
  • Require proof of insurance with Short Term Rental Applications.
  • Eliminate requirements for boundary surveys with conditional uses and rezonings.

ACTIVE DEVELOPMENT PROJECTS

COMMUNITY MEETING SCHEDULED FOR 2800 MINER MULTI FAMILY PROJECT

A Community Meeting has been scheduled for a proposed multi family project at 2800 Miner STreet. 3 Builds are proposed for a total of 69 units. The community meeting is an opportunity for interested parties to be introduced to the project, ask questions, and offer feedback.

The meeting is scheduled for Tuesday November 26 at 6 PM. It will be at City Hall, located at 1711 Miner Street.

Certificate of Appropriateness for 1600 Miner Street

A meeting has been scheduled with the Historic Preservation Review Commission (HPRC) on November 19 at 5:15 PM to discuss the removal of a doorway at 1600 Miner Street.

CLEAR CREEK COUNTY HEALTH CLINIC 

A Planning Commission hearing has been scheduled for the Clear Creek County Health Clinic. The hearing has been scheduled for Wednesday, December 4, at 6PM.

COMMUNITY MEETING SCHEDULED FOR THE MIGHTY ARGO GONDOLA DEVELOPMENT PLAN

A Community Meeting has been scheduled for the Might Argo Final Development Plan. The purpose for this meeting is for the Applicant to present the proposal to the community and solicit feedback regarding the project. The Community Meeting will be held at Beau Jo's on Wednesday, November 13, at 5:30 PM. VARIANCE BOARD HEARING FOR 1628 VIRGINIA

A Variance Board meeting to discuss setback variances for a proposed townhouse project has been scheduled for October 30 at 5PM. Information regarding this project can be downloaded here.


Bowland - Garnett - McKown Annexation, Rezoning and Vacation of ROW

Public meetings have been scheduled for this project. The Planning Commission meeting is on November 6 at 6PM, and the City Council meeting is on January 13, 2020.  Materials for this project can be downladed here.


COMMUNITY MEETING SCHEDULED FOR POTENTIAL DEVELOPMENT ON SCHOOL PROPERTIES.

A community meeting was scheduled to discuss redevelopment of Gold Digger Field, the County Bus Maintenance Facility, and the Former Middle / High School Property.

The community meeting was held on Wednesday June 12, 5:30PM at Carlson Elementary School, 1300 Colorado Blvd, Idaho Springs, CO 80452.

On June 10th, 2019, City Council approved the Formal Rezoning for the Mighty Argo and Virginia Canyon Mountain Park Planned Development.

Soda Creek Highlands

A Community Meeting for the Soda Creek Highlands Project was held on Thursday, December 13 at 5:30 PM at City Hall in Idaho Springs.

The Soda Creek Highlands is a proposed multifamily project consisting of townhouses and condominiums of up to 345 units. 

The project is located above (west) of Pine Slop Road on approximately 45 acres (adjacent to the City-owned water tank).

This community meeting was an opportunity for interested parties to be introduced to the project, ask questions, and offer feedback.


COMMUNITY MEETING FOR HEALTH CLINIC.

A community meeting was scheduled regarding a new County Health Clinic. The Community Meeting was held at 6PM on Wednesday, September 25, 2019. The purpose for this community meeting is for the Applicant to present the proposal to the community and solicit feedback regarding the project.
