On May 28, 2019 the Governor signed Senate Bill (SB) 19-238 into law. The bill requires that the Department of Health Care Policy & Financing and the Department of Public Health and Environment consult with stakeholders “to establish a process for reviewing and enforcing initial and ongoing training requirements” for home care agency employees. In addition, the bill requires the stakeholder group to “advise the Departments concerning the manner in which non-administrative employees will be notified of the compensation increases and minimum wage described in sections 25.5-6-1602 and 25.5-6-1603." [SB 19-238, 25.5-6-1604 Sections (1) and (2)]. The Departments of Health Care Policy & Financing and Public Health and Environment are collaborating on the implementation of the stakeholder engagement required by the bill.
The Training Advisory Committee was appointed on October 1, 2019 and concluded work on December 31, 2019. The committee was charged with developing a report of its findings and recommendations by January 1, 2020. The report is publicly available to the Health and Human Services Committee of the Colorado Senate, the Public Health and Human Services Committee of the Colorado House of Representatives, and the Colorado Joint Budget Committee, or any successor committees.
