The Training Advisory Committee is charged with developing a report of its findings and recommendations by January 1, 2020. The report will be publicly available to the Health and Human Services Committee of the Colorado Senate, the Public Health and Human Services Committee of the Colorado House of Representatives, and the Colorado Joint Budget Committee, or any successor committees.
The Traning Advisory Committee has concluded and is no longer actively meeting.
Announcement of Selection of the Training Advisory Committee Members (October 1, 2019):
The Department of Health Care Policy & Financing (the Department) announced the selection of sixteen members to the Training Advisory Committee at the end of September 2019. This Committee served for a period of three months and was tasked with reviewing training and enforcement practices as outlined in Senate Bill 19-238. The Committee concluded with the development of a report of its findings and recommendations by January 1, 2020. The report was publicly available to the Health and Human Services Committee of the Colorado Senate, the Public Health and Human Services Committee of the Colorado House of Representatives, and the Colorado Joint Budget Committee, or any successor committees.

In addition to the Training Advisory Committee, the Department, in partnership with the Colorado Department of Public Health and Environment (CDPHE), will be hosting five public listening sessions in regional locations across the state. We encourage all interested stakeholders to participate in one of these sessions to share thoughts and feedback.

On May 28, 2019 the Governor signed Senate Bill (SB) 19-238 into law. The bill requires that the Department of Health Care Policy and Financing and the Department of Public Health and Environment consult with stakeholders “to establish a process for reviewing and enforcing initial and ongoing training requirements” for home care agency employees. In addition, the bill requires the stakeholder group to “advise the Departments concerning the manner in which non-administrative employees will be notified of the compensation increases and minimum wage described in sections 25.5-6-1602 and 25.5-6-1603." [SB 19-238, 25.5-6-1604 Sections (1) and (2)]. The Departments of Health Care Policy and Financing and Public Health and Environment are collaborating on the implementation of the stakeholder engagement required by the bill.
