The bill requires that the Department of Health Care Policy & Financing and the Department of Public Health and Environment consult with stakeholders “to establish a process for reviewing and enforcing initial and ongoing training requirements” for home care agency employees. In addition, the bill requires the stakeholder group to “advise the Departments concerning the manner in which non-administrative employees will be notified of the compensation increases and minimum wage described in sections 25.5-6-1602 and 25.5-6-1603." [SB 19-238, 25.5-6-1604 Sections (1) and (2)]. The Departments of Health Care Policy & Financing and Public Health and Environment are collaborating on the implementation of the stakeholder engagement required by the bill.
