The Department of Health Care Policy and Financing is seeking stakeholder input and feedback on the future of the Accountable Care Collaborative (ACC). The ACC is the Department's platform for transforming health care services and supporting the health of our clients. The Department is committed to creating a high-performing delivery system that is cost-effective, delivers quality services and improves the health of Coloradans.
Through a series of stakeholder meetings and a Request for Information (RFI), the Department, in collaboration with the Colorado Health Institute (CHI), seeks to collect client, provider, and stakeholder input.
This process will help the Department design what Colorado Medicaid and the ACC will look like in the future through the upcoming Request for Proposals (RFP) process for each Regional Care Collaborative Organization (RCCO).
This document explains three key structural decisions that have been made for the ACC Model in the future:
The RFP process is at the heart of competitive procurement in Colorado. An RFP is an invitation for bidders to apply to the Department when they are interested in being awarded a contract with the State. This RCCO RFP will be the basis of the next iteration of the ACC; it will lay out the structural vision for the program, and it will contain specific contract requirements for RCCOs to follow in the future.
Because RFPs generally only present requirements and the outlines for future contracts, they also allow bidders considerable flexibility for innovation and creativity.
The Department is committed to supporting the health and well-being of our clients. The Request for Information, and the subsequent RFP process, are important steps in building the high-performing, cost-effective delivery system to achieve these goals.
All stakeholder meetings are open to the public. Clients, families, advocates, health care providers, vendors, legislators, and all others are welcome to attend and share their insight.
The Department of Health Care Policy and Financing has extended the current RCCO contracts for one year. The current RCCO contract period will now end June 2017. A Request for Proposals will be released in the summer of 2016. This timeline change is necessary for the following reasons:

All stakeholder meetings are open to the public. After the conclusion of the regional meetings, the Department will publish notes from each meeting to this page.
