Colorado Medicaid Names Office of Community Living Director

Denver, CO – Today the Colorado Department of Health Care Policy and Financing (Department) announced the appointment of Bonnie Silva as Director of the Office of Community Living (OCL). Silva has served as OCL’s interim director since October 2018.
The Office of Community Living administers long-term services and supports benefits for people with physical, intellectual and developmental disabilities. This includes overseeing the entire spectrum of long-term services and supports, from services for people in their home and community to services provided by nursing homes.
“Bonnie brings a wealth of experience, insights, expertise, and passion to this key role within the Department,” said Executive Director Kim Bimestefer. “The OCL focuses on serving Medicaid’s most vulnerable members, and OCL staff comes to work every day to meet those unique and important needs. I am confident that Bonnie can help to frame and implement the strategy and structure necessary to evolve and invest in the Office and in our partnerships in order to help our members rise and thrive.”
Prior to serving as interim director, Silva was the Long-Term Services & Supports Division Director at the Department. Silva has extensive experience in program administration, policy development, quality oversight, and community engagement. Silva has worked on disability policy in both the government and non-profit sectors, holding positions with service provider agencies, case management agencies, and state departments. She has also worked as a direct support professional for people with disabilities and in leadership positions providing oversight and direction for disability programs across the state.
Silva assumes her Director role effective immediately.
