Community First Choice (1915k) is an option that allows states to provide some of the Home and Community Based Services into their Medicaid state plan. The Community First Choice Development and Implementation Council is an advisory group consisting primarily of consumer, family and advocate members. The Council is responsible for working together to provide a set of recommendations to the State on how to proceed with this option.
