The Colorado Hospital Transformation Program is an initiative under development by the Colorado Department of Health Care Policy and Financing (Department) in collaboration with the hospital community and other stakeholders in health care delivery. This webpage serves as a central point for information on the program.
The Hospital Transformation Program will use delivery system reform incentive payments (DSRIP) to support hospital-led projects to:
For the incentive payments, the state will leverage hospital supplemental payment funding generated through existing hospital provider fees authorized under the Colorado Health Care Affordability Act of 2009.
The program will operate as a five-year demonstration and require a federal waiver under section 1115 of the Social Security Act. Several other states have received section 1115 waivers to operate DSRIP demonstration programs tailored to their state-specific goals and priorities.
Colorado is a leader in delivery system reforms designed to improve patient outcomes, access, and cost effectiveness. The Hospital Transformation Program will support hospital-led infrastructure development, partnerships, data sharing, and operational changes needed to ensure that the state’s acute care hospitals are in line with other ongoing reform efforts.
