Sealed Bids will be received until 3:00 PM, local time, on September 22, 2017 at the Estes Valley Recreation and Park District Administration Offices, located at 690 Big Thompson Avenue, Estes Park, CO 80517. Late Bids will not be considered.
Bids may be deposited at the District Administration Office, 690 Big Thompson Avenue, or mailed to P.O. Box 1379, Estes Park, Colorado 80517. No faxed or emailed Bids will be accepted. Sealed Bids should be in an envelope labeled “Phase I Mary’s Lake Sewer Rehab.” Bids will be opened and publicly read to all those present. Vendors submitting Bids are invited, but not required to attend opening. Sole responsibility rests with the vendor to see that their Bid is received on time at the stated location. No Bids will be considered which are received after the time indicated and any Bids so received after said time shall be returned to the Bidder unopened. Bids will be received set forth in the Bid Proposal.
The Agreement provides for the construction of Mary’s Lake Sewer Rehab Phase II and III at 2120 Mary’s Lake Road, Estes Park, CO 80517, hereinafter referred to as the Work.
All bids must be in accordance with the Contract Documents on file with Estes Valley Recreation and Park District.
Copies of the Contract Documents with Drawings and partial Specifications, may be downloaded below or requested with prior notice from Cornerstone Engineering & Surveying, Inc., 1692 Big Thompson Avenue., Suite 200, Estes Park, Colorado 80517 upon payment of a non-refundable fee of $20.00 per set (Send an additional $10.00 per set if local mailing is requested). Checks shall be made payable to Cornerstone Engineering & Surveying, Inc.
Specifications for Work and Materials for the sewer system will be in accordance with the Upper Thompson Sanitation District, “Rules and Regulations”, January 2017. This manual is an essential part of the project specifications and is not provided by Cornerstone Engineering & Surveying, Inc. or EVRPD. A pre-bid conference will be held at 10:00 AM on September 7, 2017 at the office of Cornerstone Engineering & Surveying, Inc., 1692 Big Thompson Avenue, Suite 200, Estes Park, Colorado 80517. Prospective bidders are invited to present their questions relative to their Bid at this meeting. Attendance at this meeting is not a requirement for submitting a Bid for the Work.
All work must be substantially completed within 50 days after commencement of work. No Bid may be withdrawn within a period of sixty (60) days after the date fixed for opening Bids.
The District reserves the right to reject any or all, or any part, to waive any formalities or informalities, or to accept a Bid or combination of Bids, if any, which in its sole and absolute judgment will under all circumstances best serve the District’s interest. No Bid will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the District.
Where items of equipment and/or materials are specifically identified by the manufacturer’s name, model or catalog number, only such specific items may be used in the Bid unless prior written approval of other material has been obtained from Cornerstone Engineering & Surveying, Inc. Applications for such approval shall be submitted in duplicate at least five (5) working days prior to Bid opening date. Applications for approval shall be accompanied by a typewritten listing of the specified manufacturer and catalog number and shall also state in typewritten detail any and all significant details in which each item requested for approval differs from the item specified. Failure to list such information shall not relieve the Contractor from providing properly functioning or fitting materials, regardless of the approval action taken by the Engineer.
The Contractor shall name the Estes Valley Recreation and Park District and Cornerstone Engineering & Surveying, Inc. as “additionally insured” on their General Liability and Automobile Liability Insurance.

The proposed work for the Mary’s Lake Sewer Rehab Phase II and III is to include:
• 3 60" Manholes with concrete collars
• 750 LF 8” SDR 35 Sewer Main
• 1180 LF 4” SDR 35 Sewer Services
• 36 Campsite Sewer Drops
• 257 LF of 4'x4' Concrete ADA Ramp with Landings
NOTE: The estimated contract cost is $282,000.
