Change of Ownership

Any changes in the ownership of a MED licensed marijuana business must be approved by the State Licensing Authority.  Allowable changes include any of the following:

  • the sale of a business to a new owner(s),
  • the addition of a new owner(s) to the existing ownership group,
  • a change in the corporate structure of the ownership group, or
  • the removal of a current member of an ownership group.

All Change of Ownership applicants that involve new owners must make an appointment via email at in order to come into the Lakewood Office to submit the Change of Ownership Application and equally important, new owners must come in to submit their Associated Key Application and have their fingerprints taken. Sections M 205 (Medical Marijuana) and R 205 (Retail Marijuana) of the MED Regulations address changes in ownership. 

A Change of Ownership application that does not include new ownership may be hand-delivered to the Lakewood Office between 8:00 and 11:00 AM and 1:00 - 4:00 PM.  While an appointment isn't necessary the owner submitting the application will have a brief meeting with an intake staff member to ensure the application is complete.  This type of Change of Ownership application can also be mailed in but may require an in-person meeting should there be any questions or concerns regarding the application.    Applications can be mailed in via the U.S. Postal Service or a delivery service (UPS or FedEx for example) to:

Keep in mind that whether submitted in person or delivered, an application packet that is not accompanied by the full application fee will not be accepted.
