Scott Madsen

Director of the Division of Central Services

Scott Madsen is the Director of the Division of Central Services, responsible for effective, efficient, and elegant provisioning of internal support services for state agencies as well as municipal governments and political subdivisions throughout Colorado. These services include: management of the State’s vehicle fleet, facilities management services for the Capitol Complex buildings and grounds, mail processing and delivery, the State print center operations, design services, data conversion and imaging services, warehousing and fulfillment services as well as the Address Confidentiality Program.

Scott joined the Department of Personnel & Administration in December 2002 after over 25 years of managing internal service organizations in the private sector. He was appointed to the Division Director position in 2005.

Scott is dedicated to finding added value in every service the division provides and for each and every customer it serves. His commitment to excellent customer service, quality and cost efficiency is evident.  Over the past decade, every major work unit within DCS has been nationally and even internationally, recognized for innovation, excellence, efficiency, or quality. Scott is very proud of his entire organization and the skill, dedication, drive and tenacity they display in constantly pushing for new ways to benefit the State.

Scott holds a master’s of business administration degree from the University of Utah. He is married and lives in Lone Tree, Colorado.
