Kim Burgess joins DPA as the Statewide Chief Human Resources Officer
DENVER — Monday, Feb. 10, 2014 — Kim Burgess will join the Colorado Department of Personnel & Administration (DPA), Division of Human Resources (DHR) as the Statewide Chief Human Resources Officer on Monday, Feb. 24, 2014. Burgess has more than 24 years of executive experience, with an extensive background in human resources. She has played an instrumental role in the development and implementation of million dollar budgets, statewide policies and strategic initiatives at several state agencies throughout her career.
“Kim has an impressive background in human resources and executive management experience that lends itself well to the ongoing operations, expertise and leadership skills required for the work in the Division of Human Resources,” said Kathy Nesbitt, DPA Executive Director. “We are thrilled to have someone with such great eagerness, passion and talent joining our team as we work together to serve Colorado.”

Burgess currently serves as the Chief Operating Officer for the Department of Natural Resources (DNR), where she oversees the administrative operations for the department and its divisions, and plays a primary role in the strategic decision-making and implementation of statewide projects with the state legislature, stakeholders, employees and public.
Prior to her most recent appointment as Chief Operating Officer, she served as DNR’s Human Resources Director and worked with the Division of Wildlife to advance wildlife policies and regulations. Burgess started her career with the State in May 1990 as a personnel analyst with DPA.
Burgess received a bachelor’s degree in human resources management from Southwest Missouri State University and a master's degree in public administration from the School of Public Affairs at CU Denver.
