Bill Taylor Named New DCS Division Director

William “Bill” Taylor is the new Division Director of the Division of Central Services (DCS). He has served as the Deputy Division Director for about 11 years. Given this opportunity to lead the Division of Central Services, Bill is honored and excited to work with the staff to bring out the best in each of them as DCS focuses on the challenge of meeting and exceeding customers' needs and expectations.

Prior to being named director, Bill worked with the Department to reorganize DCS. The division now includes Integrated Document Solutions (IDS), Address Confidentiality Program (ACP), and State Archives.

Bill has always fostered a supportive customer service environment as well as looked to the future to meet and exceed customers’ needs and expectations. Bill promises to continue this focus throughout DCS on employee engagement and supporting employee needs and growth.

Bill began his career with the State in 2000.  One of Bill’s most significant contributions to the division and the department is his 20+ years of facilitating strategic planning sessions, including participatory planning and LEAN processes. Bill will continue to use these skills to continue to grow and improve the division.

Bill holds a bachelor’s degree in International Business from Allegheny College in Pennsylvania. He is also a certified master facilitator and trainer through the Institute of Cultural Affairs and well as trained as a LEAN facilitator.
