The Proposal for Affordable Health Coverage Option (HB 19-1004) requires the Department of Health Care Policy & Financing and the Division of Insurance to develop and submit a proposal regarding a state option for health care coverage to the Colorado Legislature by November 15, 2019. The proposal should address the design, costs, benefits, and implementation of this coverage.

Public comments on the draft will be accepted during a comment period that will close on Friday, October 25.
The official comment period prior to the development of a draft proposal / report closed on August 31, 2019.

The initial round of stakeholder meetings, June - August 2019, has concluded. Formal, written comments can be submitted until August 31, 2019 to HCPF_1004AffordableOption@state.co.us. A small number of stakeholder meetings may take place in October in regards to the initial draft of the report the Division of Insurance and the Department of Health Care Policy and Financing are preparing durng the month of September.

Stakeholder Presentations of Concepts and Ideas

Stakeholder meetings and the public comment period will conclude at the end of August 2019. Starting on September 1, the implementation team will begin drafting the report to the Legislature (General Assembly), taking stakeholder input into consideration. The draft report will be posted to the Colorado Register on approximately October 8 for public review and comment for a period of two weeks. The implementation team will then take another month to finalize edits and deliver the report to the Legislature on November 15, 2019.
Final report due to Legislature on Nov. 15, 2019.
