State Plumbing Board: Program Information

Joyce Young, Program Director

The State Plumbing Board licenses, registers, and regulates plumbers, apprentices, and plumbing contractors. The Board does not regulate pipefitters, drain cleaners, or gas pipe installers.

The Board's mission is to protect the health of the public by enforcing the state plumbing statutes. The Board conducts regular inspections for plumbing and gas pipe installations and reviews special requests for exceptions to the code.

The Board is made up of eight professional and public members that are appointed by the governor, consisting of the following:

  • one journeyman plumber
  • one master plumber
  • two plumbing contractors engaged in the construction of residential or commercial buildings
  • one general contractor engaged in the construction of residential or commercial buildings
  • one member or employee of a local government agency conducting plumbing inspections
  • one member appointed from the public at large
  • one representative of the Department of Public Health and Environment serving as an ex-officio non-voting member
