On December 2, 2016, the Broadband Deployment Board held appeal hearings regarding its initial grant awards.

CenturyLink, Inc. submitted an appeal regarding the following grant application:

On January 9, 2017, the Broadband Deployment Board held appeal hearings regarding its right of first refusal decisions.

Right of First Refusals

On December 2nd the Broadband Deployment Board reviewed right of first refusal plans. 

CenturyLink, Inc. submitted a right of first refusal on the following grant awards:

  • 2016-04 NE Colorado Cellular, Inc. dba Viaero
    • CenturyLink Inc. did not provide a written plan thus the Right of First Refusal was not awarded to CenturyLink Inc.
  • 2016-05 Chaffee County Telecom LLC dba Colorado Central Telecom
    • The Right of First Refusal was not awarded to CenturyLink Inc.
  • 2016-06 Roggen Telephone Enterprises, Inc.
    • The Right of First Refusal was awarded to CenturyLink Inc.
  • 2016-14 Clearnetworx LLC
    • The Right of First Refusal was not awarded to CenturyLink Inc.

Futurum Communications Corporation, dba Forthought.net submitted a right of first refusal on the following grant awards:

  • 2016-12 Optimus Communications LLC
    • The Right of First Refusal was not awarded to Futurum Communications Corporation, dba Forthought.net.

 

Initial Broadband Fund Grant Awards

On September 29th the Broadband Deployment Board made an initial awarded of $2,400,000 to nine projects that will provide broadband access to 5,726 households and business in communities across Colorado. Initial grant awards are not final until after the right of first refusal period, appeal period and the grantee executes a grant contact with the State. 

 

2016-02 Nucla-Naturita Telephone Company (awarded $43,334)

The project will enhance current microwave backhaul bringing the needed bandwidth to a DSL shelf capable of supplying the area and customers with broadband access. There are 20 residential and 7 business customers in the Nucla area.

 

2016-04 NE Colorado Cellular, Inc. dba Viaero Wireless (awarded $395,452)

Construction of two new towers and wireless equipment to provide wireless broadband access within a 334 square mile coverage area in Kiowa, Prowers, and Cheyenne Counties.

 

2016-05 Chaffee County Telecom LLC, dba Colorado Central Telecom (awarded $288,338)

The project will provide last mile service to 98 households, and 21 businesses near Twin Lakes, in addition to last mile service in rural Lake County and redundant capacity to Lake County. The expansion consists of microwave backhaul and last mile service utilizing a proposed new tower and two other sites.

 

2016-06 Roggen Telephone Enterprises Inc. (awarded $299,156)

The project will upgrade the existing fixed wireless network and add 12 new customer facing access point sites to providing broadband to 995 households and 148 businesses in Weld County.

 

2016-10 PC Telcorp, Inc., dba PC Telcom (awarded $55,400)

The project will upgrade existing wireless equipment at two locations providing broadband access to 392 households in Sedgwick County.

 

2016-12 Optimus Communications LLC (awarded $112,500)

The project will use gigabit licensed and unlicensed microwave backhaul and existing cable infrastructure to homes and businesses. High-speed routers and unlicensed wireless (WISP) will be used to access areas that aren’t accessible by the cable system. The system will support 1,500 broadband customers over cable and 400 broadband customers over wireless in the Collbran area in Mesa County.

 

2016-13 Inventive Wireless of Nebraska LLC dba Vistabeam (awarded $74,550)

The project will upgrade an existing wireless network providing broadband service to 600 current customers in Logan, Washington, Morgan, and Yuma Counties.

 

2016-14 Clearnetworx LLC (awarded $1,061,167)

The project will create a hybrid fiber to the premise and wireless network serving 1,000 customers in Ridgway.

 

2016-15 Futurum Communications Corporation, dba Forethought.net, Brainstorm Internet (awarded $70,103)

The project will construct middle mile infrastructure to an existing tower and provide last mile wireless service to 109 households in the Town of Red Cliff.
