National Housing Trust Fund (HTF)
The Division of Housing received $3 million from the National Housing Trust Fund (HTF) administered by the U.S. Department of Housing and Urban Development. The HTF is a new affordable housing production program capitalized through Fannie Mae and Freddie Mac. The program increases and preserves the supply of decent, safe, and sanitary affordable housing for extremely low-income households, those earning at or below 30% of the area median income (AMI).
The first priority for Colorado's HTF program will be community-based housing that provides links to supportive services for people with disabilities or special needs. Housing developments must set aside at least 25% of the total units in the project to qualify for the funding priority. The application cutoff date for the Supportive Housing priority will be April 1, 2017.
The second priority will be developments that create units at 30% AMI rents that would not be feasible without HTF funding, and DOH will review applications on a rolling basis beginning June 1, 2017.
