The HCV program (formerly known as Section 8) helps low-income Coloradans access affordable rental housing.  The department administers the program to assist low-income families, the elderly and the disabled to afford decent, safe and sanitary housing in the private market.

Tenants receive funding based on their income which covers the difference between the actual rent payment and rental market values.  The participant is free to choose any housing that meets the requirements of the program. Housing can include single-family homes, townhomes and apartments.

The DOH receives federal funds from the U.S. Department of Housing and Urban Development (HUD) and contracts with public housing authorities and non-profit organizations to administer the HCV Program throughout the state of Colorado.
