This report was provided to the Colorado Joint Budget Council February 22, 2019 as required following the allocation of funds for the School Access for Emergency Response grants program.

Enhance School Safety Incident Response Grant (ESSIR) (HB18-1413)

  • One application received and completely funded
  • Project expenses include: Developing and providing training programs, curriculum, seminars, best practices, and protocols related to school safety incident response. As well as conducting research and development related to school safety response, and upgrading technology infrastructure used to provide training and education related to school safety incident response.
  • ESSIR grant awarded as follows:

School Access For Emergency Response (SAFER)  (SB18-158)

  • Thirty-Nine applications received, totaling $11,957,377.00
  • $4,857,354.00 funds available to award, 7,100,023.00 unfunded
  • Project expenses include: interoperable communication hardware, software, equipment maintenance and training for communications between school communication systems and first responder communication systems.

School Security Disbursement Grant (SSD) (SB-269)

  • Ninety-five applications received detailing 310 different projects, totaling $60,049,678.78
  •  $29,205,000.00 funds available to award, $30,844,678.78 unfunded
  • Project expenses include: Capital construction that improves the security of a public school facility or public school vehicle, including any structure or installed hardware, device, or equipment that protects a public school facility or public school vehicle and the students, educators, and other individuals who attend, work in, or visit a public school facility or are transported in a public school vehicle from threats of physical harm including but not limited to any structure or installed hardware, device, or equipment that: Prevents the entry of unauthorized individuals into a public school facility or a protected space within a public school facility or onto a public school vehicle; Prevents undesired objects and substances from entering a public school facility or public school vehicle; Sounds warnings when a threat is present; Can be used to expedite communication when a threat is present; or Enables authorized individuals to visually monitor the public school facility or its ground or the public school vehicle.  Training in student threat assessment, which training is provided to all school building staff who have contact with students; Training for on-site school resource officers employed by the local education provider; School emergency response training for all school building staff.
