Rulemaking Hearing Announced for New Grant Program

The Colorado Division of Homeland Security and Emergency Management (DHSEM) is will holding a rulemaking hearing regarding new rules proposed to implement the newly created Law Enforcement, Public Safety, and Criminal Justice Information Sharing Grant Program ("Grant Program").

House Bill 19-1073 created the Law Enforcement, Public Safety, and Criminal Justice Information Sharing Grant Program (“Grant Program”) and authorized the Director of the Division of Homeland Security and Emergency Management to promulgate rules as necessary to implement the Grant Program. See C.R.S. section 24-33.5-1617. The Grant Program is designed to provide grants to assist local law enforcement agencies in gaining access to the Colorado Information Sharing Consortium ("CISC") information-sharing systems. The grant money may be used to pay for costs associated with connecting to the CISC systems, including computer hardware, software, and programming costs. Therefore, DHSEM is now working to promulgate rules to implement the Grant Program as required by section 24-33.5-1617(2)(d), C.R.S..
