Homeland Security Grant Program (HSGP)

Program Overview

The Homeland Security Grant Program (HSGP) provides funding to states, territories, urban areas, and other local and tribal governments to prevent, protect against, mitigate, respond to, and recover from potential terrorist attacks and other hazards.  HSGP plays an important role in the implementation of the National Preparedness System by supporting the development and sustainment of core capabilities, and is an important part of the coordinated effort to strengthen homeland security preparedness at the state and local levels.

The HSGP includes the State Homeland Security Program (SHSP) and the Urban Area Security Initiative (UASI) grant program. Complete federal guidance may be found on the FEMA website.

Eligibility 

Applicants interested in this grant must contact the Regional Board for the Colorado All-Hazards region, or the UASI Region, the applicant agency resides within for information on how to apply.

Allowable Use

The SHSP and UASI grants support state and local efforts to prevent terrorism and other catastrophic events and to prepare the Nation for the threats and hazards that pose the greatest risk to the security of the United States.

By providing funding to implement investments that build, sustain, and deliver the 32 core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation, both grants support a range of preparedness activities, including personnel, planning, organization, equipment purchases, training, and exercises, as well as management and administration costs.  Colorado All-Hazards Regions can provide additional assistance in project eligibility for this grant program toward building, sustainment, and delivery of core capabilities, which are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community.

Grant Announcement

Applications from the Colorado All-Hazards Regions are requested by the state at the beginning of each calendar year based on the Federal grant Notice of Funding Opportunity (NOFO) guidance released.  Link to NOFO announcements on the FEMA website.
