Kim Burgess

Chief Human Resources Officer for the State of Colorado and Director of the Division of Human Resources 

Kim Burgess was appointed as the Statewide Chief Human Resources Officer for the State of Colorado and director of the Colorado Department of Personnel & Administration, Division of Human Resources in February 2014. Kim has more than 25 years of executive experience, with an extensive background in human resources. She has played an instrumental role in the development and implementation of million dollar budgets, statewide policies and strategic initiatives at several state agencies throughout her career.

Prior to her most recent appointment, Kim served as the chief operating officer for the Department of Natural Resources, where she oversaw the administrative operations for the department and its divisions, and played a primary role in the strategic decision-making and implementation of statewide projects with the state legislature, stakeholders, employees and public. In addition to this role, Kim served as Department of Natural Resources’ human resources director and worked with the Division of Wildlife to advance wildlife policies and regulations. Kim started her career with the State of Colorado in May 1990 as a personnel analyst with the Department of Personnel & Administration.

Kim received her Bachelor of Arts, Human Resources Management degree from Southwest Missouri State University and Master of Public Administration degree from the University of Colorado Denver.
