Colorado State Statute 24-46.3-101 - state law
The Executive Order, signed by Governor Bill Ritter in 2010, reconstituted the Colorado Workforce Development Council and the office to support the Council. Council members are also appointed by Executive Order.

The Colorado Workforce Development Council has specific operating procedures it must follow as a Governor-appointed Board. These Bylaws have been approved by the Colorado Workforce Development Council and are in line with the federal WIA law and Colorado state statutue.
The Council's work is guided by its strategic plan, which was updated in October 2013.
