Zero Emission Vehicle (ZEV) program

As of automotive model year 2023, automakers must make a minimum percentage of Zero Emission Vehicles available for sale as part of their total light-duty vehicle offerings in Colorado.
 
For automakers:
Please send your choice of one of the following options to CDPHE_colevzev@state.co.us by December 31, 2020:
  • Option 1: A manufacturer may meet no more than 36 percent of its combined 2023-2025 model year ZEV credit obligation using credits per Regulation 20, Part C, Section V.B.
  • Option 2:

    • A manufacturer may meet no more than 23 percent of its combined 2023-2025 model year ZEV credit obligation using credits per Regulation 20, Part C, Section V.B.
    • Early ZEV Credits. A manufacturer may earn credits for 2021 and 2022 model year TZEVs and ZEVs, including BEVXs and FCEVs, produced and delivered for sale in Colorado.

Automakers who do not reply by December 31, 2020, will automatically be assigned Option 1.
