The Water Quality Control Division (division) is renewing the following NPDES discharge permit:

A second draft and proposed determination on an alternative mercury limit is available for public comment from February 13, 2020 through June 15, 2020 on the division’s draft permit actions webpage.
This public meeting was requested by the Leadville Sanitation District on April 9, 2020. The persons requesting the meeting have raised concerns over the effluent limit for mercury established in the draft permit. The division is hosting this online public meeting to provide a venue for interested parties to comment regarding draft permit CO0021164 or the comments raised in the first public comment period (June 13, 2019 through August 19, 2019). The meeting is hosted online to follow social distancing best practices during this COVID-19 pandemic.
Reg 61.5(3)(e): Any person shall be permitted to submit oral or written statements and data concerning the proposed permit. The person conducting the meeting shall have discretion to fix reasonable limits upon the time allowed for oral statements, and may require the submission of statements in writing.
Meeting participants who want to provide verbal comments should sign up here by June 1, 5 p.m. This will help the division coordinate attendees through the online platform. Time to comment will be limited to three minutes per person. The meeting will be recorded, and no decision on the draft permit will be made at the meeting.
The division also encourages participants to prepare a written copy of their comment and send it to firstname.lastname@example.org.
The division will collect and respond to all verbal and written comments and will consider them when evaluating changes to the draft permit upon issuance of the permit.
