Home and Community Based Supported Living Services Waiver (HCBS-SLS) and Home and Community Based Children’s Extensive Support Waiver (HCBS-CES)

A waiver is an extra set of Health First Colorado (Colorado's Medicaid Program) benefits that you could qualify for in certain cases. These benefits can help individuals remain in their home and community. Waivers have extra program rules and some programs may have waitlists.

The Home and Community-Based Supported Living Services (HCBS-SLS) waiver services and supports are available to assist persons with developmental disabilities to live more independently in the person's own home, apartment, family home, or rental unit. The HCBS-SLS waiver is designed to supplement existing natural supports and traditional community resources with targeted and cost-effective services and supports. Participants on this waiver do not require twenty-four (24) hour supervision on a continuous basis for services and supports offered on this waiver.

The Home and Community-Based Children’s Extensive Support (HCBS-CES) waiver services are for clients ages birth through seventeen years of age with developmental delays or disabilities. The HCBS-CES waiver helps children and families by providing services and supports that will help children establish a long-term foundation for community inclusion as they grow into adulthood.

Licensure and certification

Certification only is required for HCBS-SLS and HCBS-CES services that are not hands-on, in-home services.

A home care license is required for any hands-on, in-home HCBS-SLS and HCBS-CES personal care or respite services provided by a PASA prior to program approval.
