Diesel fleet self-certification

Begin by downloading and installing the required files on your computer:
Instructions for entering fleet data:
1. To run the program, open Windows Explorer (i.e., the file manager for your computer, and not any Web browsers).
a. Navigate to your C: drive, open the "DFSCP" folder.
b. Double-click on the "DFSCPFleetVehicleInventory" application icon. You may also have to click an additional “Run” or similar button in order to start this application. A green pop-up window should appear.

NOTE: The latest version of this software is Version 14339, as shown in the upper-right corner of this window. If you are not using Version 14339 of this software, then follow the installation instructions at the top of this page before proceeding with any data entry.

2. Click on the white "Add vehicle to inventory" button in the upper-left of the window.  The background of the required fields will change to white.

3. Begin entering the appropriate information for each vehicle in your fleet (you can hover your mouse over some fields to find more information about what to enter in that field):
Fleet Number (You only have to enter this four-digit number the first time; it will appear automatically each time you add another vehicle).
Fleet Name (You only have to enter this the first time; it will appear automatically each time you add another vehicle).
Date: Click in this field to default to today's date.
Fleet vehicle inventory for year: Click in this field to default to this year.
VIN: Enter the vehicle identification number in the correct format (If you enter the VIN in a different format, a pop-up window will appear asking to verify it).
Vehicle Year: Once you enter a valid VIN, then the vehicle's model year will appear automatically.
Vehicle Make: Choose the vehicle’s make from the drop-down list.
Vehicle Type: Enter the vehicle type (Truck, Trailer, etc.).
GVWR: Enter the Gross Vehicle Weight Rating (in pounds, which must be a number between 14001 and 999999).
Unit Number: Enter the vehicle’s Unit Number.
License Plate Number: Enter the vehicle’s license plate number. If the vehicle has no license plate, then enter "XX" and the last five digits of the VIN.
State: Select the vehicle's state of registration from the drop-down list.
Test Type: Depending on the vehicle year you entered, this field will already be filled in with one of the following:
Test Scheduled This Year: Depending on the vehicle year you entered, this field will already be filled in with YES or NO.
4. When you’re finished entering all of the required information for a specific vehicle, click on the blue "Save" button that appears in the lower-right corner of the window. This will save this data in the "FleetVehicleInventory" text file in your "DFSCP" folder.

5. Repeat Steps 2-4 for each vehicle in your fleet. You only need to enter all information for each vehicle the first time. Future reporting will require only editing of existing vehicle information (e.g., new license plate numbers, etc.), and should take much less time to complete.

6. To remove a specific vehicle from your inventory list, click on the red "Remove vehicle from inventory" button in the upper-right corner of this window. Enter the VIN in the pop-up window that appears, and then click on the "OK" button.

7. Optional: If you have Microsoft Excel on your computer, then you can click on the green "Export to Excel" button near the upper-right corner to export information you've already entered to a copy of the "FleetVehicleInventory" spreadsheet in your "DFSCP" folder. This spreadsheet would be for your own internal use, and is not a means for exporting your fleet information to us.
8. The gray "Annual Update of Vehicle Inventory" button is used to update the status of the opacity test required (YES or NO) field in your electronic inventory. Updating the test required status must be done prior to completing your Fleet Compliance Plan and submitting your electronic inventory for the following year. The button is only operational between November 1 and December 31, and can only be used once per year. The annual update should be done prior to adding vehicles to your electronic inventory for the coming year.

9. When you’ve entered all your fleet information, send the "FleetVehicleInventory" text (.TXT) file as an attachment in an e-mail message to:
Be sure to include the underscore in the address.
Attach only the "FleetVehicleInventory" text file to this message, and don’t attach any Excel spreadsheets or other files.
Please do not send any printed fleet information to us in the U.S. Mail.
