Keep Jobs in Colorado Act
Effective January 1, 2014, the Keep Jobs in Colorado Act (§ 8-17-101, et seq., C.R.S.) requires that Colorado labor be employed to perform at least 80% of the work on a public works project, as defined in § 8-19-102(2), C.R.S.
According to the Keep Jobs in Colorado Act, whenever any public works project financed in whole or in part by funds of the state, counties, school districts, or municipalities of the state of Colorado are undertaken in this state, Colorado labor shall be employed to perform at least eighty percent of the work. (§ 8-17-101(1), C.R.S.).

If you believe that a contractor has violated the law, you may file a complaint by filling out the “Keep Jobs in Colorado Act” form. Please complete the form in its entirety.
Waivers must be granted through the governmental body financing the public works project. It is the responsibility of the governmental body to determine if there is reasonable evidence to demonstrate insufficient Colorado labor to perform the work of the project and if compliance with the 80% Colorado labor requirement would create an undue burden that would substantially prevent a project from proceeding to completion (§ 8-17-101(1), C.R.S.).
Pursuant to the language of the law, the Division of Labor Standards and Statistics does not grant or assess the validity of a waiver per § 8-17-101(1), C.R.S; for more discussion about waivers, please contact the governmental body financing the public works project.
Keep Jobs in Colorado Act Complaints
The “Keep Jobs in Colorado Act Complaint” form is to be used by individuals who have specific evidence of contractors violating the Keep Jobs in Colorado Act. The Division only accepts complaints in writing or electronically. The complaint must include the complainant’s signature, contact information, and basis for the complaint. The Division does not accept anonymous complaints.
Keep Jobs in Colorado Act Rules
Effective April 30, 2014, the Keep Jobs in Colorado Act Rules further implement the provisions of § 8-17-101, et. seq., C.R.S. These rules apply to Colorado contractors, subcontractors, and workers under § 8-17-101, et seq., C.R.S.
