SB 16-190, recommended by the Joint Budget Committee, requires CDHS and county departments of human or social services to endeavor to exceed federal performance measures for administering the Supplemental Nutrition Assistance Program.
The Department is required to contract with an external vendor to collect and analyze data relating to county department costs and performance associated with administering public assistance programs listed in the act that are administered by CDHS or the Colorado Department of Health Care Policy and Financing.
In collaboration with county departments, CDHS shall design a continuous quality improvement program and shall provide a description of the program to the joint budget committee. The department shall provide a description of the program to the joint budget committee by February 1, 2017.
The SB 16-190 work group has divided into three groups that will focus on one specific area. Subgroup One will focus on performance standards, ensuring that state and county departments are charged with determining how potential federal sanctions and incentives might be implemented. Subgroup Two will work on the county admin study; the group is comprised of multiple stakeholders working with external consultants to create an RFP that will be used to secure an external vendor. Subgroup Three will work with counties to design a continuous quality improvement program that will solicit feedback from employees of the county departments to identify incremental and continuous improvements.
